О.; Hryb, Viktoriia Короткий огляд (реферат): У статті розглянуто актуальні питання щодо сучасного бачення нової туристичної політики Європейського Союзу. Зауважено, що пандемія СОVID-19 мала суттєвий вплив на індустрію гостинності всіх країн світу, зокрема й у Європейському Союзі. Встановлено, що рівень відновлення туристичних потоків у 2022 р. коливався в межах 23-65% від допандемічного рівня, та відповідно за регіонами. Досліджено, що з метою захисту туристичного сектору й формування нової стратегії розвитку туризму Європейського Союзу запропоновано нові підходи, що знайшли своє відображення в «European Agenda for Tourism 2030», завдяки чому туризм стане більш стійким, цифровим, глобальним, соціальним та відповідальним. Основну увагу акцентовано на впровадженні зелених та цифрових технологій, процесах соціальної та економічної інтеграції, соціальної відповідальності, навчанні й підтримці, а також оновленню політики та управління в туристичній галузі. Досліджено, що індустрія гостинності та громадське харчування створюють 18% усіх річних харчових відходів, тому туристичним та готельно-ресторанним закладам рекомендовано скорочувати їх кількість. Акцентовано на необхідності впровадження стратегій управління харчовими відходами.; Tourism is the most intensive economic system that is developing. The rate of its growth is almost two times higher than the same of other branches of the world economy. Tourism contributes to the active local development of regions, the development of national ideas, and the employment of the local population. In addition, tourism ensures the inflow of funds to budgets, foreign currency, and the improvement of finances. The COVID-19 pandemic has made adjustments to the development of the tourism industry. Practically all countries experienced an outflow of tourists. It is negatively affected the socioeconomic condition of the region. For example, inflows of funds to local budgets have decreased, many people have lost their jobs, the number of unemployed has increased, and the income level of the local population has decreased. So, with this in mind, the European Union 2022 proposed new approaches to tourism development. The European Agenda for Tourism 2030 will be interesting for Ukraine. Забезпечити стимулювання розвитку цифрової економіки в країні можливо лише на основі використання механізму державного регулювання економіки, у якому одну з найбільш важливих ролей відіграють фіскальні інструменти. Саме завдяки використанню цих інструментів органи державної влади та місцевого самоврядування мають змогу впливати на поведінку економічних суб’єктів і тим створювати для них умови, за яких вони мають змогу й зацікавлені у використання цифрових технологій у власній діяльності. Фіскальні інструменти являють собою сукупність податкових та бюджетних інструментів, які тісно взаємопов’язані між собою і використовуються у процесі акумулювання державою фінансових ресурсів для виконання покладених на неї суспільством функцій. Таким чином, забезпечити розвиток цифрової економіки також можливо, використовуючи ці інструменти. У статті розглянуто зміст та особливості застосування таких інструментів, сутність бюджетних та податкових інструментів, специфічні риси їх використання для стимулювання процесу цифровізації національної економіки.; Digitization processes are objective and today play an important role in the development of modern society and its individual spheres. Penetrating into social relations, digital technologies change them, contributing to their gradual development. The national economy as an integral component of the economic system today is significantly influenced by modern information and communication technologies. Such technologies have already penetrated all spheres of economic life, changing the economic behavior of economic entities. Accordingly, ensuring the development of the country's economy without using the potential of these technologies is no longer possible today, since digital technologies create all the conditions for increasing the level of the country's competitiveness in the global economic space. This determines the importance of finding mechanisms to activate the digitalization process within the national economy. Purpose. The main goal of this article is to study the possibilities of using fiscal instruments by state authorities and local self-governments for the formation of a digital economy. Results. It is possible to ensure the stimulation of the development of the digital economy in the country only on the basis of the use of the mechanism of state regulation of the economy, in which one of the most important roles is played by fiscal instruments. It is thanks to the use of these tools that state and local self-government bodies are able to influence the behavior of economic entities and thus create conditions for them in which they are able and interested in using digital technologies in their own activities. Fiscal instruments are a set of tax and budget instruments that are closely interconnected and are used in the process of accumulating state financial resources to perform the functions assigned to it by society. Thus, ensuring the development of the digital economy is also possible using these tools. Conclusions. The practice of recent years proves that the field of insurance is changing the format of activity due to the expansion of the provision of personal and medical insurance services, taking into account the challenges of the pandemic. Purpose. The purpose of the study is to assess the essence and priorities of the development of the insurance sector, taking into account the practice of effective interaction between participants, increasing the level of trust and the needs of individuals and society in the protection of interests. The main task of the research is to identify opportunities and priorities in the development of insurance activities on the basis of corporate social responsibility and focusing on the trust of insurance market participants. Results. The author has researched the essence and priorities of the development of the field of insurance in view of global processes and phenomena, individual needs of the individual and obligations, health protection and risk bias. The significance of the development of corporate social responsibility in the insurance sector has been proven. The priority directions of the development of the insurance sector have been determined, taking into account international and European practices of interaction. The relevance of spreading systemic approaches to corporate social responsibility in the field of insurance is determined. It is stipulated that increasing the level of trust in insurance activity will contribute to the dynamics of the insurance market development and the socio-economic development of the state, individual regions, spheres of activity, will expand the possibilities of attracting investors and the implementation of social projects. Визначено типологію бізнес-процесів із залучення інвестицій в економічну сис-тему сільських територій. Наведено методику розрахунку інтегрального індикатора, що уо-соблює в собі функціональний потенціал розвитку сільських територій, враховуючи його витратно-ресурсну, маркетингову, фінансову та інвестиційну складові, а також індекс можливостей кооперативного сектора по залученню інвестицій на ринку. Проаналізовано мережу обслуговуючої кооперації сільських територій за видами та напрямами діяльності, а також обсяг бюджетного інвестування сільських територій України. Запропоновано ін-дикативне оцінювання рівня функціонального потенціалу розвитку сільських територій за індексами продуктивної, ділової, інвестиційної та зовнішньоекономічної активності суб’єктів кооперативного господарювання. Зростання домінанти факторів активізації біз-нес-процесів із залучення інвестицій на розвиток сільських територій нового типу націлено на збільшення обсягу інвестиційних ресурсів та збалансування стимуляторів та дестиму-ляторів безпеки функціонального потенціалу при відповідній соціальній відповідальності суб’єктів кооперативного господарювання.; The article examines the dominant factors of activation of business processes for attracting investments for the development of rural areas of Ukraine. It is substantiated that active business processes for attracting investments for the formation of the optimal level of functional potential of the economic system in rural areas have a logical relationship with the global socio-economic policy of European states and in the modern context of economic development, dependent on the quantitative and qualitative characteristics of the internal and outer space. Results. The typology of business processes for attracting investments into the economic system of rural areas has been determined. The system-forming values of the corporate sector in the integrated formation of active business processes for attracting investments for the development of rural ar-eas are presented. The method of calculating the integral indicator, which embodies the functional potential of the development of rural areas, taking into account its cost-resource, marketing, fi-nancial and investment components, as well as the index of the opportunities of the cooperative sector to attract investments on the market, is presented. The network of service cooperatives of rural areas was analyzed by types and areas of activity, as well as the amount of budgetary in-vestment in rural areas of Ukraine. From the standpoint of the process approach, an indicative assessment of the level of the functional development potential of rural areas based on indexes of productive, business, investment, and foreign economic activity of the subjects of cooperative management is proposed. Conclusions. The growth of the dominant factors for the activation of business processes for attracting invest-ments for the development of rural areas of a new type is aimed at increasing the amount of in-vestment resources and balancing the stimulators and destimulators of the security of functional potential with the corresponding social responsibility of the subjects of cooperative management.
