Існуюча система Державної служби з надзвичайних ситуацій (ДСНС) не дає змоги в повному обсязі виконувати покладені на службу завдання з реалізації державної політики у сфері цивільного захисту, забезпечення належного рівня безпеки життєдіяльності населення, його захисту від надзвичайних ситуацій, пожеж та інших небезпечних подій. Сили цивільного захисту та засоби ДСНС не завжди забезпечують своєчасне реагування на надзвичайні ситуації, пожежі та інші небезпечні події через віддаленість їх від місць виникнення таких подій, а також мають обмежені можливості щодо створення ефективного та дієвого угруповання сил для подолання негативних наслідків масштабних надзвичайних ситуацій, у тому числі в особливий період. Тому в рамках децентралізації важливе місце у реформуванні займають питання, пов’язані з цивільним захистом населення і територій, а також з ліквідацією пожеж та стихійних лих у найвіддаленіших населених пунктах.
The current system of the State Emergency Service (SES) does not allow to fully perform the tasks assigned to the service to implement state policy in the field of civil protection, ensuring the proper level of safety of life, protection from emergencies, fires and other dangerous events. Civil defense forces and SES facilities do not always provide a timely response to emergencies, fires and other dangerous events due to their remoteness from the places of occurrence of such events, and have limited opportunities to create an effective and efficient grouping of forces to overcome the negative consequences including in a special period. Therefore, in the framework of decentralization, issues related to the civil protection of the population and territories, as well as the elimination of fires and natural disasters in the most remote settlements, play an important role in the reform.
