Електронна демократія в Україні та перспективи розвитку

Abstract

Досліджено концепції електронної демократії, яка побудована на основі застосування нових інформаційно-комунікаційних технологій в отриманні та поширенні інформації, політичній дискусії, ухваленні суспільно-політичних рішень. Проаналізовано впровадження е-демократії в Україні, успіхи та результати. Відзначено, що ефективність розвитку і впровадження інструментів електронної демократії в окремо взятій державі залежить від форми державного правління, типу політичного режиму, рівня розвитку технічної інфраструктури та інформаційного суспільства, ступеня захисту та можливості забезпечення інформаційної безпеки, рівня грамотності та свідомості громадян, публічної довіри.

The concept of electronic democracy, which is built on the basis of the application of new information and communication technologies in obtaining and disseminating information, political discussion, and making social and political decisions, has been studied. The implementation of e-democracy in Ukraine, successes and results are analyzed. It was noted that the effectiveness of the development and implementation of electronic democracy tools in an individual state depends on the form of government, the type of political regime, the level of development of the technical infrastructure and information society, the degree of protection and the possibility of ensuring information security, the level of literacy and awareness of citizens, and public trust.
