Theoretical and practical aspects of the research problem are carried out by domestic scientists, mainly in two separate areas: food security and sustainable development of agricultural land use. The World Scientific Society pays considerable attention to this problem, but they are distinguished by a practical orientation for a particular region, which often makes it impossible to implement such scientific achievements in Ukraine. In order to develop the Food Security Program on the basis of sustainable development of agricultural land use in Ukraine, an appropriate theoretical and methodological basis is needed, which was determined by the purpose of our study. As a result of the study, the following results were obtained. First, a logical and semantic model of the methodology of food security formation on the basis of sustainable development of agricultural land use, which includes organizational, economic and environmental prerequisites for the transition of modern land use to a model of sustainable development. Secondly, the provisions and directions of implementation of the relevant Concept, based on the historical and socio-economic preconditions of food security, have been formed and includes the following components: purpose; historical and social preconditions; monitoring and evaluation system; assessment of compliance of the level of food security; mechanism for implementing the Concept; target directions and main tasks; expected results. Areas of implementation of the Concept, tools and mechanisms for implementing the model of food security on the basis of sustainable development of agricultural land use on the one hand are fully consistent with the global objectives of 2nd Sustainable Development Goals (zero hunger), and on the other – take into account national characteristics; Вирішення проблем продовольчого забезпечення тих, які вже наявні, та тих, які очікують нас у найближчій перспективі, лежить у площині формування системи продовольчого забезпечення на засадах сталого розвитку сільськогосподарського землекористування. Світове наукове товариство приділяє значну увагу визначеній проблемі, проте їх відрізняє практична спрямованість для певного регіону, що часто унеможливлює імплементацію таких наукових здобутків в Україні. Для вироблення Програми продовольчої безпеки на засадах сталого розвитку сільськогосподарського землекористування в Україні необхідним є відповідне теоретико-методологічне підґрунтя, що було визначено метою нашого дослідження. В результаті проведеного дослідження отримано наступні результати. По-перше, розроблено логічно-смислову модель методології формування продовольчої безпеки на засадах сталого розвитку сільськогосподарського землекористування, що включає організаційноекономічні та екологічні передумови переходу сучасного землекористування на модель стійкого розвитку. По-друге, сформовано положення і напрями реалізації відповідної Концепції, що базується на історичних та соціально-економічних передумовах продовольчого забезпечення та включає наступні складові: мету; історичні та соціальні передумови; систему моніторингу та оцінки; оцінку відповідності рівня продовольчого забезпечення встановленим цільовим показникам; механізм реалізації Концепції; цільові напрями та основні завдання; очікувані результати. The development of technologies (both agri-food and digital) significantly improves the process of providing the population with food through the prism of their availability, accessibility and security. The aim of this study is to thoroughly analyze the current trends under the influence of epidemiological restrictions due to the spread of COVID-19 in the United States, and to identify the main strengths and weaknesses of the food security system in the United States, which may become a model for other countries that follow similar principles of national economies due to its flexibility and sustainability. The methodological basis of the study involves thorough analysis of indicators describing the dynamics of food security and consumer behavior in a pandemic. In addition, the study used methods of synthesis, deduction, induction, generalization, systematization, benchmarking and others. The article considers the main aspects of food security formation in the context of epidemiological restrictions in the USA. The dynamics of consumer spending on food during the COVID-19 pandemic and the corresponding costs with the indicators of the years before the pandemic (since 2010 to 2019) were studied. The state of the labor market in the restaurant business was analyzed and its main tendencies were clarified. Consumer benefits for food during the pandemic and mechanisms for meeting consumer needs were analyzed. Given the significant impact of factors, such as natural disasters, military conflicts, etc., which may pose a threat to food security, in addition to the COVID-19 pandemic, an effective mechanism should be developed to counteract such risks; В умовах продовольчої нестабільності, що загострюється екологічними, політичними, демографічними процесами, державне регулювання економіки має особливе значення для підтримки продовольчої безпеки та соціальної стабільності. Розвиток технологій (як агропродовольчих, так і цифрових) значно покращує процес забезпечення населення продуктами харчування через призму їх наявності, доступності та безпеки. Метою цього дослідження є ґрунтовний аналіз сучасних тенденцій під впливом епідеміологічних обмежень через поширення COVID-19 у США, а також визначення основних сильних і слабких сторін системи продовольчої безпеки в США, яка може стати взірцем для інших країн, які дотримуються подібних принципів національної економіки завдяки своїй гнучкості та стійкості. Методологічною основою дослідження є ретельний аналіз показників, що описують динаміку продовольчої безпеки та поведінку споживачів в умовах пандемії. At the same time, the subjects of the agricultural sector are subject to the potential destructive impact of risks that may threaten the profitability, solvency and have negative consequences for consumers of agricultural products. Under such conditions, strengthening the economic security of the agricultural sector is the basic principle of economic development. However, in the context of market transformations, there is a need to deepen research to assess the market component of economic security, as the latter is designed to protect against market errors, shortcomings in product and sales policy, as well as incorrect choice of pricing strategy. The research used methods: monographic, logical modeling, calculation-constructive, graphic, dynamic analysis, etc. The purpose of the article is to study the level of the market component of economic security of the agricultural sector and identify areas for ensuring its optimal level. An analysis of indicators and factors influencing the market component of the economic security of subjects of the agrarian sector was carried out. It was established that the level of the market component of economic security of subjects of the agrarian sector of the national economy and subjects of the agrarian sector of the Mykolaiv region during 2016-2020 was low. It is proven that increasing the level of the market component requires the subjects of the agrarian sector to develop and implement directions for improving the mechanism of managing the market component of economic security. An assessment of the level of the market component of the economic security of the subjects of the agricultural sector was carried out using the PESTEL-analysis based on expert assessments, and it was established that in the block of threats, the greatest number of points are economic (unstable exchange rate, difficulty of entering the market, “tinization” of the economy) and legal (insufficient legal justification of the market component of economic security) factors. Such threats are successfully leveled, as the change in the characteristics of doing business, the introduction of initiatives to stimulate access to markets, as well as the development of the legal framework for the market component of economic security will contribute to the transformation of threats into opportunities for growth; Ринкові трансформації модифікують розвиток аграрного сектору та можливість безперебійної роботи у ринковому середовищі. При цьому суб’єкти аграрного сектору підпадають під потенційний деструктивний вплив ризиків, які можуть загрожувати рентабельності діяльності, платоспроможності та мати негативні наслідки для споживачів аграрної продукції. За таких умов зміцнення економічної безпеки аграрного сектору є базовою засадою розвитку господарюючих суб’єктів. Проте, в умовах ринкових трансформацій, виникає потреба поглиблення досліджень щодо оцінки ринкової складової економічної безпеки, оскільки остання покликана захищати від помилок поведінки на ринку, недоліків у товарній та збутовій політиці, а також невірного вибору стратегії ціноутворення. У дослідженні використано методи: монографічний, логічного моделювання, розрахунковоконструктивний, графічний, динамічного аналізу та ін. Метою статті є вивчення рівня ринкової складової економічної безпеки суб’єктів аграрного сектору та визначення напрямів щодо забезпечення оптимального її рівня. Здійснено аналіз показників та чинників впливу на ринкову складову економічної безпеки суб’єктів аграрного сектору. Встановлено, що рівень ринкової складової економічної безпеки суб’єктів аграрного сектору національної економіки та суб’єктів аграрного сектору Миколаївської області протягом 2016–2020 рр. був низьким. Доведено, що підвищення рівня ринкової складової вимагає від суб’єктів аграрного сектору розробки та реалізації напрямів вдосконалення механізму управління ринковою складовою економічної безпеки. Проведено оцінку рівня ринкової складової економічної безпеки суб’єктів аграрного сектору із застосуванням PESTEL-аналізу на основі експертних оцінок, та встановлено, що у блоці загроз найбільшу кількість балів мають економічні (нестабільний валютний курс, складність виходу на ринок, «тінізація» економіки) та правові (недостатнє законодавче обґрунтування ринкової складової економічної безпеки) фактори. Мета статті полягає у вивченні процесів місцевого економічного розвитку Ольшанської сільської ради. Відповідно до поставленої мети, були сформульовані та вирішені такі завдання: дослідити значення поняття «місцевий економічний розвиток» і фактори впливу; на теоретичному рівні визначити суб’єкти місцевого економічного розвитку і їхнє місце в процесі управління; проаналізувати соціальноекономічний розвиток Ольшанської сільської ради і виявити основні проблеми її місцевого економічного розвитку; дослідити можливість впровадження форм співробітництва громад Ольшанської сільської ради. Для досягнення мети у статті застосовуються загальні і спеціальні методи: метод теоретичного узагальнення і порівняння; герменевтичний; порівняльно-графічний; аналізу і синтезу. У статті сформоване власне бачення концепції місцевого економічного розвитку. Встановлено, що процедура прийняття рішення в управлінні місцевим розвитком залежить від поставленої задачі. Охарактеризовано місцевий економічний розвиток Ольшанської сільської ради. В ході дослідження автори визначили, що місцевий економічний розвиток сільської ради базується на творчих засадах. У статті обґрунтовано, що використання кооперації громад буде перспективним інструментом місцевого розвитку. Встановлено, що для Ольшанської селищної ради потенційним суб’єктом співпраці є Коблевська сільська радою Миколаївської області. To achieve this goal, the article uses general and special research methods: method of theoretical generalization and comparison; hermeneutic; comparative and graphic; analysis and synthesis. The article forms one’s own vision of the concept of local economic development. It is established that decision-making procedures in local development management depend on the task performed. The local economic development of Olsha village council is characterized. In the course of the research, the authors determined that the LED of the village council is based on creative principles. The article substantiates that the use of community cooperation will be a promising tool for local development. It is established that for Olshanske settlement council the potential subject of cooperation is the Koblevsky village council of the Nikolaev area. The task of the cooperation will be to ensure the provision of services in the field of urban planning and architecture on the territory of Olsha village council in accordance with the requirements of current legislation and increase the efficiency of the use of local budgets
