Короткий огляд (реферат): Розкрито стратегічну роль фермерських господарств як фундаменту економічної бази роз-витку сільських територій в умовах воєнного стану. Проаналізовано трансформацію функціо-нального призначення агровиробників від сировинної моделі до формування фінансової спро-можності громад. Систематизовано чинні інструменти державної підтримки (пільгове креди-тування, гранти "єРобота", компенсація розмінування) та оцінено їхній вплив на інвестиційнуактивність аграріїв Миколаївської області. Доведено, що перехід до інвестиційно-стимулюю-чої архітектоніки фінансування забезпечує мультиплікативний ефект: відновлення податковоїбази через розмінування земель та зростання надходжень ПДФО завдяки створенню робочихмісць у садівництві й переробці. Визначено пріоритетні вектори адаптації регуляторної політи-ки до стандартів ЄС, зокрема впровадження принципів cross-compliance та розвиток біоенер-гетики. Аргументовано необхідність посилення інституційної взаємодії органів місцевого са-моврядування та агробізнесу.; -; The article elucidates the strategic significance of farming enterprises as the cornerstone of theeconomic foundation for rural territorial communities in Ukraine, particularly within the challengingcontext of martial law and the ongoing European integration processes. The study comprehensivelyanalyzes the transformation of the functional role of small and medium-sized agricultural producers.It argues that farms are evolving from a traditional raw material production model towards amultifunctional approach that ensures the financial capacity of local budgets and the social stabilityof regions.The research focuses on the Mykolaiv region, a frontline area where the agrarian sector serves asthe primary, and often alternative-free, source of community revenue. The authors identify that thefull-scale military aggression has induced a structural shock characterized by the physical destructionof infrastructure, logistical blockades of seaports, rising input costs, and the critical contaminationof arable lands with explosive ordnance. Consequently, the research demonstrates that the paradigmof state support policy has shifted from a paternalistic model of direct subsidies to an investment-stimulating architecture aimed at resilience and development.A significant portion of the article is dedicated to a systemic analysis and classification of currentstate support instruments, such as the "Affordable Loans 5-7-9%" program, "eRobota" grants forhorticulture and greenhouse farming, and compensation mechanisms for humanitarian demining.The study empirically proves that these tools generate varying socio-economic effects for territorialcommunities. While preferential lending acts as a necessary stabilizer for operational liquidity, grantprograms targeted at creating high-value-added assets (intensive orchards, processing facilities)yield a powerful multiplicative effect on local employment and Personal Income Tax (PIT) revenues.Furthermore, the state financing of humanitarian demining operations is identified as a critical factorfor unblocking the fiscal potential of communities by returning land to economic circulation andrestoring the payment of land taxes and the single tax (Group IV).The paper also emphasizes the necessity of harmonizing domestic regulatory policies with theEuropean Union's Common Agricultural Policy (CAP). It highlights the importance of implementingcross-compliance principles and stimulating the energy autonomy of agribusiness through bioenergyprojects (utilizing agricultural biomass). The authors argue that the transition to an energy-independent model not only reduces production costs but also enhances the ecological capitalizationof rural territories.Finally, the article substantiates the need for strengthening the institutional capacity of local self-government bodies. It concludes that ensuring the long-term economic self-sufficiency of rural areasrequires a strong partnership between local authorities and agribusiness, facilitated by digitaltransparency tools like the State Agrarian Registry.
