Короткий огляд (реферат): У статті розкрито актуальні питання формування екологічної культури в процесі навчання майбутніх фахівців економічного профілю. Виділено сучасні підходи до формування екологічної культури під час навчання фахівців економічного профілю, обумовлюючи забезпечення якості професійної підготовки майбутніх фахівців у закладах вищої освіти. Соціально-економічні зміни в Україні та екологічний стан зумовлюють необхідність якісного вдосконалення професійної освіти майбутніх фахівців у процесі професійної підготовки з високими рівнем екологічної культури. Однак, залишається недостатньо вивченою проблема формування екологічної культури майбутніх фахівців-економістів.
Метою статті є дослідження формування екологічної культури та мислення, поширення етичних норм у ставленні до природи фахівців економічного профілю. Проведено аналіз наукових праць з питань формування екологічної культури в процесі навчання майбутніх економістів, розкрито поняття екологічної культури особистості та поняття освітнього середовища. Зосереджено увагу на процесі формування екологічної культури як цілісного системного явища з метою розвитку еколого-світоглядної позиції фахівця-економіста. Окреслено основні заходи підготовки здобувачів вищої освіти економічних спеціальностей, що містять в собі екологічний елемент. Виокремлено педагогічні умови, які забезпечують в освітньому середовищі процес виховання екологічної культури. Розглянуто особливості екологічної освіти як важливого компоненту освітнього процесу. Доведено, що ефективність підготовки майбутніх фахівців та формування екологічної культури у здобувачів вищої освіти сформують можливість після закінчення закладу вищої освіти успішно займатися професійною діяльністю в галузях економіки.; The article analyzes topical issues of ecological culture formation in the process of training future
economists. Modern approaches to the formation of environmental culture during the training of future economists, determining the
quality of professional training of future professionals in higher education. Socio-economic changes and the ecological state cause the
need for qualitative improvement of professional education of future specialists in the process of professional training with a high level
of ecological culture. However, the problem of forming the ecological culture of future economists remains insufficiently studied.
Purpose. The aim of the article is to study the formation of ecological culture and thinking, the spread of ethical norms in
relation to nature.
Results. The analysis of scientific works on the formation of ecological culture in the process of training future economists,
revealed the concept of ecological culture of the individual and the concept of educational environment. Attention is paid to the process
of formation of ecological culture as a holistic systemic phenomenon in order to develop the ecological and ideological position of a
specialist economist. The main measures of preparation of applicants for higher education in economic specialties, which includes the
environmental element, have been outlined. The pedagogical conditions that provide the process of education of ecological culture in the
educational environment have been singled out. Features of ecological education as an important component of educational process
have been considered.
Conclusions. It has been proved that the effectiveness of training future professionals and the formation of environmental
culture of applicants for higher education will form an opportunity to successfully engage in professional activities in the field of

Короткий огляд (реферат): У статті з’ясовано та теоретично обґрунтовані передумови формування професійної етики
фахівців в умовах закладу вищої освіти. Уточнено поняття «професійна етика фахівця» як це професійно-етична
діяльність аксіологічного характеру, тобто діяльність, обумовлена цінностями культури, що відображає ступінь
володіння спеціальними знаннями, вміннями, компетенціями в сфері етики професії. Виявлено фактори, що впливають
на формування професійної етики фахівця в умовах ЗВО: педагогічні (дидактичні засоби), організаційні (структурнозмістовна модель формування етики фахівця, що представляє собою сукупність компонентів: етико-освітнього,
культурно-етичного, методичного, компетентнісного та діагностичного), подолання яких в процесі навчання
дозволяє переходити з нульового рівня на більш високий.; It has been established that the modern stage in the development of vocational education
involves a qualitative change in approaches to the definition of its content, as well as the need for increased attention to its
professional and ethical orientation in connection with the market paradigm of socio-economic development of the country. The
system of higher vocational education is designed to help the student in shaping professional competencies of a specialist, as well
as helping a person build up the world of own professional and personal values, to master creative ways to solve professional and
life problems based on ethical norms and rules necessary for professional mobility of a specialist.
Purpose. Research and generalization of scientific representations on the theoretical aspects of the professional ethics
formation of specialists and justify the preconditions for the professional ethics formation of specialists in the conditions of higher
education institutions.
Results. The theoretically substantiated preconditions for the formation of professional ethics of specialists in the
conditions of higher education institutions, which are: in exacerbation of contradictions between the objective need of the labor
market in specialists with a high level of professional ethics, capable of applying it in the process of professional activity, and
insufficient development of pedagogical conditions of its formation in the conditions of higher education institution; in the need
to improve the professional sphere of economics, in connection with the priority in it receipt of profits over the universal moral
values; in the relevance of the development of a higher vocational education system in the direction of formation of professional
ethics students needed by professionals for professional mobility in a market economy. The concept of "professional ethics of a
specialist" is specified as this professional and ethical activity of an axiological nature, that is, activities due to the values of culture,
reflecting the degree of ownership of special knowledge, skills, competences in the field of ethics profession.
The factors influencing the formation of professional ethics of a specialist in conditions of HEI: pedagogical (didactic
drugs), organizational (structural and content model of the formation of ethics of a specialist, which is a set of components: ethicaleducational, cultural and ethical, methodical, competent and diagnostic) whose overcoming in the learning process allows you to
move from a zero level to higher.
Conclusions. By studying psychological and pedagogical literature, it has been concluded that the structure of
professional ethics of a specialist includes cognitive, emotional, communicative, reflexive and educational components. The
structural-content model of the formation of ethics of a specialist is proposed, which is a set of components: ethical and educational,

Метою статті є розкриття організаційних засад державної підтримки аграрного сектору, аналіз її ефективності. Обґрунтована важливість забезпечення належного рівня державної підтримки аграрного сектору в умовах зміцнення і подальшого розвитку економічної безпеки. У статті розглянуто форми державної підтримки аграрного сектору. Проаналізовано програми, за якими сьогодні здійснюється державна підтримка аграрного сектору. Досліджено динаміку державного фінансування окремих програм підтримки вітчизняних аграріїв. За період 2010-2019 рр. спостерігається постійне недофінансування запланованих обсягів державної підтримки аграрного сектору. Однією з першочергових задач сьогодення є розробка нормативного документу, що визначатиме ключові аспекти подальшого зміцнення економічної безпеки аграрного сектору і буде складовою аграрної політики України. Так, розробка Стратегії розвитку економічної безпеки аграрного сектору дозволить визначити головні вектори подальшого розвитку галузі та розробити ефективний механізм управління економічною безпекою аграрного сектору. Одними з ключових напрямів реалізації стратегії мають бути: забезпечення достатніх обсягів державної підтримки аграрного сектору, здійснення її на постійних засадах і доступних умовах, подальше розширення напрямів державної підтримки, а також збільшення її обсягів до необхідних меж; а також формування фінансово-кредитного забезпечення розвитку аграрного сектору на інституційних засадах.; The article is devoted to the problems of ensuring the appropriate level of state support for the
agricultural sector in the context of strengthening its economic security.
The purpose of the article is to reveal the organizational principles of state support for the agricultural sector, analysis
of its effectiveness.
Results. The importance of ensuring the appropriate level of state support for the agricultural sector in terms of
strengthening and economic security further development has been substantiated. The forms of state support for the agricultural
sector have been considered in the article. The programs with the help of which the state support for the agricultural sector is
carried out today have been analyzed. The dynamics of state funding of individual programs to support domestic farmers has been
studied. The period 2010-2019 there was a constant underfunding of the planned amounts of state support for the agricultural
sector. The negative dynamics of activity indicators of the agricultural sector enterprises since 2015 has been revealed, which was
caused by the imperfect mechanism of state industry support. The results of the program implementation of financial support of
agricultural producers in partial compensation of machinery and equipment cost of domestic production have been studied, as
well as the analysis of the programs of cheaper loans in the agricultural sector of Ukraine.
Conclusions. It has substantiated that one of the main tasks for today is to develop a normative document that will
determine the key aspects for further strengthening the economic security of the agricultural sector and will be a part of Ukraine's
agricultural policy. Thus, the development of the Strategy for the economic security development of the agricultural sector will
determine the main directions for further industry development and create an effective mechanism for managing the economic
security of the agricultural sector. One of the key areas of strategy implementation should be: ensuring sufficient state support for
the agricultural sector, its permanent implementation and affordable conditions, further expansion of state support, as well as
increasing its volume to the necessary limits; as well as the formation of financial and credit support for the agricultural sector

Розглянуто характеристики, показники і критерії оцінки ефективності діяльності для різноманітних сфер управління. Здійснено аналіз очікувань та дійсних результатів діяльності на основі поглядів різних дослідників. Виділено підходи до здійснення оцінки ефективності використання комунальної власності, розглянуто рівні управління власністю територіальної громади. Проаналізовано ряд понять зі сфери управління майном територіальної громади та їх зв’язок з оцінкою майна територіальної громади, зокрема нерухомості. Виділено важливість процесу оцінки майна в теорії та практиці сучасного ефективного управління комунальною власністю.; The years of independence in Ukraine, which were marked by the establishment of a system of
free market relations in the economy, were reflected, in particular, in the system of territorial governance. Many processes that
were not present in the system of public property management, or were not considered important, now occupy a significant place
in the process of effective management of municipal property - and the mechanism of property evaluation of the territorial
community has become one of them.
Purpose. The main purpose of the article is to study the priority areas for improving the efficiency of property valuation
of territorial communities, in particular, real estate, in the modern economic system of Ukraine, as part of a system of effective
management of public property.
Results. The article considers a number of aspects that connect the system of community management in general and
the mechanism of property assessment of territorial communities in particular. First of all, the priority measures of the
management system, which require the creation of all conditions for the normal functioning of the community as a whole and each
resident individually, have been analyzed, and the related concept of "maximum benefit" has been considered. An analysis of the
views of various researchers on the characteristics and criteria for evaluating the activities of the management system and
approaches to assessing the effectiveness of communal property, as relevant to assess the full value of the property of the local
community. There are two levels of management system. The issues of effective real estate management have been considered and
a number of concepts related to management in this area have been analyzed - "optimal use of real estate", "asset management" -
and their significance in the context of the current economic and political situation has been analyzed.
Conclusions. In the current economic situation and the tendency to change the size of territorial entities, when several
different communities come together, the mechanism of property valuation of the territorial community becomes more common
and acquires new importance in the management of public property. One of the main types of property valuation of a territorial
