The methodological foundation of the study was an empirical approach, incorporating descriptive, dynamic, structural and comparative analysis of official statistics, analysis of relative labour market indicators, case studies and analysis of human capital management practices of leading agricultural enterprises. Based on the results of 2020 and mid-2025, the number of employees in the agriculture sector increased by 3.5%, while average monthly nominal wage increased from UAH 9,737 in 2020 to over UAH 21,413 in the first quarter of 2025, exceeding UAH 25,000 for certain roles. Given the labour shortage, the increase in labour costs has strengthened the role of staff quality in resource management. The study established that staff qualifications, investment, and motivation improved labour productivity by 5-15% and enterprise profitability by 10-20%, while results-oriented remuneration systems increased the performed volume of work by 20-25%. The share of agriculture in Ukrainian GDP reached approximately 17% in 2024, reflecting structural transformations in the labour force. Human capital management practices analysed using the examples of Myronivsky Hliboproduct, Kernel and Astarta-Kyiv showed a 15-20% reduction in staff turnover, a 10-30% increase in labour productivity, and an 85-95% increase in the efficiency of material and technical resources, which reduced operating losses by 15-25%. У контексті модернізації сучасної вищої школи, що характеризується переходом до компетентнісної, студентоцентрованої моделі навчання, особливої актуальності набуває формування мовленнєвої компетентності здобувачів вищої освіти нефілологічних спеціальностей як важливого чинника їхньої професійної, академічної та міжкультурної комунікації. Обґрунтовано актуальність розвитку усного мовлення як ключового складника професійної, академічної та міжкультурної комунікації в умовах реалізації компетентнісної парадигми вищої освіти та зростання вимог до якості підготовки майбутніх фахівців. Уточнено зміст поняття «мовленнєва компетентність» у контексті підготовки здобувачів нефілологічних спеціальностей та окреслено її структурні компоненти: когнітивний, операційно-діяльнісний і мотиваційно-ціннісний. Проаналізовано внесок українських учених у розроблення компетентнісного підходу та проблеми розвитку мовленнєвих умінь здобувачів освіти, зокрема праці, у яких підкреслюється практична спрямованість навчання, міждисциплінарний характер мовленнєвої підготовки та тісний зв’язок мовлення з майбутньою професійною діяльністю. Формування мовленнєвої компетентності має здійснюватися системно, з урахуванням специфіки спеціальності, активних та інтерактивних методів навчання, а також орієнтації на реальні комунікативні ситуації професійного спілкування. Зазначено, що ефективність цього процесу значною мірою залежить від методичного забезпечення освітнього процесу, професійної готовності науково-педагогічного працівника та створення комунікативно орієнтованого освітнього середовища; The article presents a theoretical and methodological analysis of the problem of forming speech competence in higher education students of non-philological specialties in the context of the modernization of contemporary higher education. Within this context, characterized by the transition to a competence-based, student-centered learning model, the development of speech competence in non-philological students gains particular relevance as an essential factor of their professional, academic, and intercultural communication. The relevance of developing oral speech is substantiated as a key component of professional, academic, and intercultural communication under the implementation of the competence paradigm in higher education and the increasing requirements for the quality of training of future specialists. It is emphasized that welldeveloped oral speech is an important factor in professional mobility, effective interaction in educational and professional environments, participation in public discussions, and presentation of the results of educational and research activities. In scholarly research, speech competence is regarded as an integrative component of communicative competence that combines linguistic knowledge, speech skills, oral expression abilities, and communicative strategies necessary for the appropriate use of language in various socio-professional situations. The content of the concept of “speech competence” is in the context of training students of non-philological specialties, and its structural components are identified as cognitive, operational-activity, and motivational-value-based. The contribution of Ukrainian scholars to the development of the competence-based approach and to the problem of developing students’ speech skills is analyzed, particularly studies that emphasize the practical orientation of learning, the interdisciplinary nature of speech training, and the close connection between speech development and future professional activity. The formation of speech competence should be carried out systematically, taking into account the specificity of the specialty, the use of active and interactive teaching methods, and orientation toward real communicative situations of professional interaction.
