Визначено недоліки існуючих механізмів, що впливають на доцільність практичного запровадження таких елементів в Україні.; As fraudulent trade on the whole and misdeclaration peculiarly are regarded to be the most negative factors influencing national and world economics, the effective measures to counteract their disadvantageous impact are of great importance. Problem of misinvoicing has been studied by many researchers including special investigations undertaken by international anti-fraud organizations such as European Anti-Fraud Office, Global Integrity and others. Scientific theoretical and empirical methods of research are usually used, such as comparative analysis and mathematical statistics, which illuminated a lot of evidence facts of over and under invoicing by export and import used to move money across the borders, evade taxes or reduce tax liabilities. Purposee. The objective of this research is to analyze promising approaches of different countries used to combat fraud and ensure safe international trade as well as define the most effective instruments which should be implemented by the State Customs Service of Ukraine to ensure enhancing the customs valuation control measures. Methods. To accomplish the research task, general scientific methods were applied, such as inductive logic, comparative analysis, classification and generalisation. Results. The World Customs Organization concept of effective and transparent revenue collection is comprehensively examined in this paper focusing special attention on the implementation of international requirements to customs valuation procedure in Ukraine. Certain practical instruments were proposed to diminish the destructive effects and enhance the efficiency of customs control facilities. The main stages of creation and introduction of the national customs valuation database of goods as an effective tool of risks-oriented customs control are investigated. Shortcomings of the existing mechanisms affecting the feasibility of practical implementation of such elements in Ukraine are identified. The necessity of transformation of the existing system of customs value control is evidenced in the view of ensuring economic and customs security of the state and simplifying foreign trade procedures. Good practices of other countries on overcoming and stopping fraudulent importers’ activities are examined and the possibility of introducing their elements into customs authorities of Ukraine is studied. Conclusions. The article identifies the main directions of ensuring the effective functioning of the customs risk management system in the field of customs valuation control in Ukraine. The possibilities of the implementation model proposed by WCO has been estimated. The advantages and disadvantages of different types of price databases used by customs authorities of other countries have been revealed in the article. The main assumptions concerning the development of customs valuation control strategies have been evidenced by good practice cases. Короткий огляд (реферат): During the years of Ukrainian independence, China has risen from a relatively insignificant country in Asia to the biggest trade partner of Ukraine surpassing even Russia and other post-Soviet republics both in amount and the importance of bilateral trade. To fully understand the current dynamics of bilateral trade between Ukraine and China, it is necessary to explore the history of these relations from ancient times to the current stage to improve the strategy for cooperation between Ukraine and China. Purpose. To study the history of bilateral trade relations of Ukraine and China from first diplomatic contacts to contemporary relations, to identify patterns and trends that affect the dynamics of trade, to outline mistakes and shortcomings of Ukrainian diplomacy, and to provide recommendations for improvement. Result. The revealed pattern of diplomatic and trade relations between Ukraine and China may be considered as an indicator s that China has been viewing Ukraine as a political entity even before the declaration of independence in 1991. International relations between Ukraine and China have a deep and strong historical tradition with a wide range of forms and methods of cooperation in the fields of politics, economics, and culture. Conclusions. The revealed dynamics of bilateral trade prove that the negative trends in trade between Ukraine and China are not always related to the competitiveness of the Ukrainian economy or global market conditions and may have resulted from the mistakes and failures of Ukrainian diplomacy. To prevent these mistakes in the future, it is necessary to have qualified specialists trained to work with China and conduct effective negotiations at the highest level and monitor their correct coverage in the official documents and press.; Протягом останніх тридцяти років Китайська Народна Республіка демонструє безпрецедентні темпи сталого розвитку, який не можуть порушити навіть кризові явища світової економіки. Китай перетворився з регіональної держави на глобального гравця, який займає одну з провідних позицій у глобальній економіці та є найбільшим виробником та експортером у світі. За роки незалежності України Китай з порівняно незначної за масштабами обсягів співпраці країни Азії перетворився на найбільшого та найвпливовішого торговельного партнера України, випередивши Росію та інші країни пострадянського простору. Співпраця між Україною та КНР стає дедалі актуальнішою зважаючи на євроінтеграційний курс України та важливість побудови торговельних потоків між Європою та КНР у межах інфраструктурного проєкту «Нового Шовкового Шляху». Для повного розуміння сучасної динаміки торгівлі між Україною та Китаєм необхідно дослідити історію двосторонніх відносин від найдавніших часів до сучасного етапу. Метою цієї статті є вивчення історії двосторонніх торговельних відносин України та Китаю від перших дипломатичних контактів до сучасності, виявлення закономірностей та тенденцій, які впливають на динаміку торгівлі, аналіз помилок та недоліків, що притаманні українській дипломатії та надання рекомендації щодо її вдосконалення. Наступне дослідження було проведено із застосуванням історико-порівняльного, аналітичного та типологічного методів. Історико-порівняльний метод був використаний для вивчення динаміки двосторонньої торгівлі між Україною та Китаєм, використовуючи статистичні дані за 1913-2018 рр., дослідження включало ретроспективний кількісний аналіз торгівлі (експорт, імпорт, торговий баланс та частка у світовій торгівлі), аналіз структури торгівлі. У результаті дослідження було встановлено, що міжнародні відносини між Україною та Китаєм мають досить глибоку і міцну історичну традицію з широким спектром форм і методів співпраці у сферах політики та економіки. При аналізі динаміки двосторонньої торгівлі та дипломатичних зав’язків було доведено, що негативні тенденції у торгівлі між Україною та КНР не завжди пов’язані з конкурентоспроможністю вітчизняної економіки, а значною мірою, з помилками української дипломатії. Real estate, as a strategic asset, needs to be managed at a professional level. Therefore, the mechanism of property valuation of territorial communities is perceived as one of the tools of effective property management. Purpose. The purpose of this article is to find and scientifically substantiate the priority areas for improving the effectiveness of property valuation of territorial communities, and analysis related to the mechanism of evaluation of management aspects - goals, approaches, methods and characteristics. Results. The article analyzes the essence of effective management of municipal property - focuses on management goals, the priority of which is the creation of conditions for normal activities, both for each resident and all in general, analyzes the process of determining the effectiveness of municipal management in various fields and its characteristics, methods of evaluating the effectiveness of management. This situation is associated with a number of factors: crisis phenomena in the economy, a decrease in solvent demand, increased risks, growth of unprofitability of the insurance sector, regulatory work of the state. Рurpose. The main purpose of the study is to analyze the domestic insurance market, to identify modern methods and approaches to risk management in the market. The research methodology is based on modern provisions of statistical and economic analysis, empirical research, as well as methods of expert assessments. Results. The article reveals the risks of insurers taking into account the specifics of their manifestation, as well as the specific features of risk management of insurance companies. The problems of managing risks that affect financial stability in insurance companies in modern conditions are examined in the article. A classification of insurance risks and their impact on insurance companies are prepared. It is shown that today a wide range of techniques for estimating the insurance risks exist. The reference points that should be included in the system of risk management of the insurance organization at the present stage are determined. Conclusions. According to the results of the study, a decrease in insurance companies operating in the market, a decrease in premiums and total assets was noted. The expediency of building an optimal risk management system that affects the financial stability of the insurance business has been determined.
