Еволюція парадигмату регіонального розвитку

Abstract

Стаття присвячена еволюції парадигмату регіонального розвитку, а також обґрунтуванню концептуальних засад регіонального розвитку. Основним методом дослідження є компаративний аналіз теорій регіонального розвитку. Автор навів принципи, функції та фактори регіонального розвитку; обґрунтував циклічно-хвильову природу регіонального розвитку, пов’язану з періодичними змінами процесів інтеграції та диференціації. Автор згрупував основні теорії регіонального розвитку у три групи та шість підгруп: теорії розміщення виробництва (теорії просторової організації, теорії факторів розміщення), теорії спеціалізації (теорії використання потенціалу регіону, теорії використання інновацій і знань), теорії змін (теорії суспільних змін, теорії циклічного розвитку). У статті наведено багатовимірні зміни в умовах функціонування регіонів, а саме: підвищення свідомості та соціальної відповідальності мешканців і представників бізнесу: глобалізація міжрегіональної конкуренції, посилення міграційних процесів, зростання мобільності капіталів, діджиталізація усіх сфер життєдіяльності регіону. Також автор довів, що відбуваються зміни парадигми в управлінні регіоном, основними детермінантам и яких є: орієнтація на цілі, засновані на ідеї завдання, партисипативне лідерство, мультикультурні людські ресурси, гнучкі структури, неоднорідна та мережева організація, комплексне бачення. Саме тому автор навів порівняння «старої» (технократичної) і «нової» (гуманістичної) парадигми управління регіоном. Проведене дослідження дозволило сформулювати власне визначення регіонального розвитку, основні умови посилення регіональних механізмів розвитку та ключові аспекти регіонального розвитку.

The modern tendency of the world community development is not only national selfishness but also an active regionalization. So we can observe the movement of the decision-making centre to the regional level, the growth of the regions' role and their cooperation in various aspects of development. Purpose. The article is devoted to the study of the evolution of the regional development paradigm, as well as to the rationale for the conceptual foundations of regional development. The main method of research is a comparative analysis of theories of regional development. Results. The author highlighted the principles, functions and factors of regional development; substan tiated the cyclically-wave nature of regional development associated with periodic changes in the processes of integration and differentiation. The author grouped the main theories of regional development into three groups and six subgroups: the theory of placement of production (the theory of spatial organization, the theory of factors of placement), the theory of specialization (the theory of the potential of the region, the theory of innovation and knowledge), the theory of change (the theory of social change, the theory of cyclic development). Multidimensional changes in the functioning of the regions are presented in the article, namely: increase of consciousness and social responsibility of inhabitants and business representatives, globalization of int erregional competition, strengthening of migration processes, the growth of capital mobility, digitalization of all spheres of life in t he region. The author also proved that there are changes in the paradigm in the region's management, the main determinan ts of which are: goal orientation, based on the idea of the problem, participatory leadership, multicultural human resources, flexible structures, heterogeneous and networked organization, integrated vision. That is why the author gave a comparison of the "old" (technocratic) and "new" (humanistic) paradigm of regional governance. Conclusions. As a result, the study allowed the author to formulate the actual definition of regional development, the main conditions for strengthening the regional development mechanisms and key aspects of regional development.
