Інвестиційне забезпечення аграрного сектора економіки: теорія, методологія, практика

Abstract

Дисертація присвячена науковому обґрунтуванню теоретико-методоло- гічних засад і практичних пропозицій щодо інвестиційного забезпечення 41 аграрного сектора економіки України як одного з найбільш дієвих організаційно-економічних механізмів сталого розвитку та гарантування продовольчої безпеки держави. Досліджено генезис теоретичних положень і наукових тлумачень базових понять системи інвестування, розкрито економічну сутність інвестицій, їх властивості, класифікації та значення у відтворювальному процесі. Отримали розвиток методологічні підходи щодо оцінки інвестиційного клімату та інвестиційної привабливості аграрного сектору, оцінки соціально-економічної результативності інвестицій. Проведено аналіз ресурсного забезпечення суб’єктів господарювання та визначено соціально-економічну результативність інвестицій в аграрному секторі. Висвітлено питання розвитку системи маркетингу, посилення зовнішньоекономічної діяльності суб’єктів господарювання, підвищення економічної ефективності виробництва як чинників формування інвестиційної привабливості аграрного сектору. Обґрунтовано основні напрями удосконалення механізму державного регулювання інвестування інноваційного розвитку аграрного сектору та механізму реалізації інвестиційної політики держави. Реалізовано концептуальні положення методики довгострокового прогнозування розвитку аграрного сектора на інвестиційній основі, здійснено моделювання інвестиційного забезпечення розвитку аграрного сектора на основі кластерного аналізу.

Диссертация посвящена научному обоснованию теоретико- методологических основ и практических рекомендаций по инвестиционному обеспечению аграрного сектора экономики Украины как одного из наиболее действенных организационно-экономических механизмов устойчивого развития и обеспечения продовольственной безопасности государства. Исследован генезис теоретических положений и научных толкований базовых понятий системы инвестирования, раскрыта экономическая сущность инвестиций, их свойства, классификации и значение в воспроизводственном процессе. Получили развитие методологические подходы к оценке инвестиционного климата и инвестиционной привлекательности аграрного сектора, оценки социально-экономической результативности инвестиций. 42 Проведен анализ ресурсного обеспечения субъектов хозяйствования и определена социально-экономическая результативность инвестиций в аграрную отрасль. Освещены вопросы развития системы маркетинга, усиление внешнеэкономической деятельности субъектов хозяйствования, повышения экономической эффективности производства как факторов формирования инвестиционной привлекательности аграрного сектора. Обоснованы основные направления совершенствования механизма государственного регулирования инвестирования инновационного развития аграрного сектора и механизма реализации инвестиционной политики государства. Реализованы концептуальные положения методики долгосрочного прогнозирования развития аграрного сектора на инвестиционной основе, осуществлено моделирование инвестиционного обеспечения развития аграрного сектора на основе кластерного анализа.

The thesis is devoted to scientific substantiation of theoretical and methodological foundations and practical proposals for investment support in the agricultural sector of Ukraine as one of the most effective organizational and economic mechanisms of sustainable development and ensuring food security. The transition to an innovative model of development of the agricultural sector depends on investments - their size, structure and areas of application. In terms of the economic globalization, investments serve as a foundation for high competitiveness of Ukrainian agrarian producers and as an important condition for successful integration of Ukraine into the world economics. Besides, investments help achieve high standard of living and food security. The investments create opportunities for the agroindustrial complex improvement, implementation of innovations, improvements of qualitative and quantitative indicators of industrial and economic, social and environmental activities at the national and regional levels and specific entities. Unquestionable relevance of investment support of agricultural segment of the national economy leads to the increased attention from researchers and practitioners. Today, scientific researches in this area are focused mainly on an issues of scientific principles of investment support of agriculture, improvement of theoretical, methodological and methodical approaches to the assessment of the socio-economic and environmental impact of investments, development of conceptual foundations of 43 adequate institutional support system of investment of agricultural sector, formation of an effective investment policy and the creation of appropriate mechanisms for its implementation in current economic conditions. The highest level of Ukraine's course towards gradual integration with the European community reinforces the need in a scientific study of theoretical and practical aspects of investment support of agricultural sector. The strengthen of the position of the state at the global and regional and agricultural markets also demands the need in the scientific study. In this regard, the importance of scientific support of foreign trade and forecasting of social and economic development of the agricultural sector as a whole and its individual entities is increasing. The research effort in the area of investment support of Ukraine is in line with global characteristics and trends of this process, and so the main task of the scientific support of the formation and functioning of an efficient system of investment in the agricultural sector is generally coincide with similar foreign ones - investments designed to be a catalyst for implementation in the production of advanced science, engineering and technology. Currently such a system of the country is still in the development stage, but the socio-economic and environmental situation both, macro - and micro developed the way to solve this problem as soon as possible. The genesis of theoretical concepts and scientific interpretation of the basic concepts of the investment system is studied in the dissertation. The economic essence of investments, properties, classification and importance in the reproduction process is revealed. The factors of establishing of an effective system of investment support of agricultural industries are determined. The investment policy and its implementation mechanism in agriculture is highlighted. The methodological approaches to the assessment of the investment climate and investment attractiveness of the agricultural sector are developed. The assessment of the socio-economic impact of investment software is developed. The conceptual bases of formation and a system of evaluation to ensure institutional investment of agricultural sector are created. The basic directions of improvement of state regulation of investment innovative development of agricultural sector and the mechanism for implementing the investment policy are determined. The conceptual methods of the position longterm forecasting position of the agricultural sector in innovation-based is released.
