Формування стратегій інфраструктурного забезпечення інноваційного розвитку економіки регіону

Abstract

У статті розкрито необхідність формування стратегій інфраструктурного забезпечення інноваційного розвитку економіки, визначено аспекти їх формування. Виділено основні типи стратегій інституціонально-інфраструктурного механізму та підсистеми, які забезпечують його реалізацію.

The article defines that a necessary condition for strengthening the efficiency of innovative development is the formation of an effective mechanism of the strategic objectives of infrastructure software. However, the main blocking factor of the strategy formation is the lack of infrastructure to ensure the integrity and implementation of infrastructure’s innovations. In the area of innovation the apparent gap in the institutional structures of infrastructure software is visible most clearly. The architecture of it is focused on the regulation of infrastructure provision, but not on the result of technology transfer. As for the formation of institutional and infrastructural mechanism, it appears in the context of the process of government regulation within certain macro innovation strategies which are built taking into account the need to ensure their security to implement public research priorities. It was established that the main aspect in formation of the infrastructure strategy is indicating the target which clearly prescribes future challenges and solutions of specific economic issues of regional innovative development. The main aspects of infrastructure software formation strategy include the dominance degree of government and ownership institutions and innovative foundations. As a result, there are the following types of strategies of institutional and infrastructural mechanism: localization strategy (in order to provide innovative potential development using a limited number of elements and institutions); concentration strategy (in order to provide innovative development by attracting maximum possible number of elements and institutions). The development of institutional and infrastructural mechanism’s strategy introduces subsystems such as investment, research, infrastructure, institutional ones. The result of those subsystems’ interaction can be observed in the reduction process of technology transfer, taking into account the integration of its elements. Moreover, a phased integration process should be considered. It means that at a certain stage of the innovation process the impact of one or another subsystem should be increased. Thus, the formation of innovative strategy of infrastructure development in the region is a complex creative process that is based on certain principles and attracting of definite providing subsystems.
