ДЕЦЕНТРАЛІЗАЦІЯ В УКРАЇНІ: СУЧАСНИЙ СТАН ТА ПЕРСПЕКТИВИ

Abstract

У статті досліджено підходи науковців до визначення поняття “децентралізація”. Так, було з’ясовано, що децентралізація – це спосіб територіальної організації влади, при якому держава передає право на прийняття рішень з певних питань або у визначеній сфері структурам локального або регіонального рівня, які не входять у систему виконавчої влади і є відносно незалежними від неї. Проаналізовано законодавчо-нормативне забезпечення, щодо проведення реформи адміністративно-територіального устрою. Охарактеризовано етапи проведення децентралізації в Україні. Досліджено частку місцевих бюджетів (з трансфертами) у зведеному бюджеті України за 2015-2017 рр. Подано механізм впливу децентралізації на фінансову систему України. Визначено основні проблеми та ризики бюджетної децентралізації в Україні. Проведено SWOT – аналіз децентралізації влади в Україні, виявлено сильні, слабкі сторони, можливості та загрози.

The article examines the approaches of scientists to definition of “decentralization”. Thus, it was found that decentralization is a way of territorial organization of power in which the state transfers the right to make decisions on certain issues or in certain domain structures of the local or regional level, which are not included in the system of Executive power and are relatively independent from it. Analyzed legislative and regulatory provision concerning the reform of the administrative-territorial device. Describes the stages of decentralization in Ukraine. Investigated the share of local budgets (transfers) in the consolidated budget of Ukraine in 2015-2017. The mechanism of the effect of decentralization on the financial system of Ukraine. Identified key problems and risks of fiscal decentralization in Ukraine. Conducted a SWOT analysis of the decentralization of power in Ukraine and identified the strengths, weaknesses, opportunities and threats.
