Місцеві бюджети в умовах фінансової децентралізації

Abstract

У статті розглянуто процес децентралізації влади, який здійснюється між центральними і регіональними органами виконавчої влади та органами місцевого самоврядування. Висвітлено центральне місце в системі місцевих фінансів, що належить місцевим бюджетам. Досліджено динаміку кількості створених об`єднаних територіальних громад (ОТГ) та обсягів доходів їх бюджетів. Визначено вплив на структуру доходів місцевих бюджетів, зокрема на частку місцевих податків і зборів, фінансової децентралізації. Проведена оцінка фінансової спроможності ОТГ за перше півріччя звітного року. Наведено напрями удосконалення управління місцевими бюджетами в умовах децентралізації влади в України. Встановлено, що щомісячне накопичення залишків бюджетних коштів на рахунках місцевих бюджетів, яке свідчить про вагоме зростання дохідної частини місцевих бюджетів, впливає на ефективність фінансових ресурсів.

It is established that the monthly accumulation of budget surpluses in the accounts of local budgets, which indicates a significant growth of the revenues of local budgets, affecting the efficiency of financial resources.
