Економічний розвиток аграрної сфери України

Abstract

У дисертації досліджено теоретико-методологічні та науково-практичні основи економічного розвитку аграрної сфери. Обґрунтовано використання структурно-функціональної моделі трансформації складових його ресурсного та експортного потенціалу в умовах глобалізації. Запропоновано класифікацію чинників, що двояко впливають на економічний розвиток з урахуванням регіональної та галузевої специфіки виробництва. Вона враховує закономірності процесу її формування та ґрунтується на таких класифікаційних ознаках, як характер впливу та зростання. Розроблено теоретико-методологічний інструментарій і концепцію формування стратегії розвитку аграрної сфери регіону на основі обґрунтування механізмів його забезпечення та диверсифікації виробництва й акцентування уваги на виборі стратегії та механізмів інтеграції у світовий економічний простір, враховуючи тактику дії систем управління й організації, регулювання макро- та мікроекономічних процесів. Проведено інтегральний аналіз тенденцій, сучасного стану середовища функціонування та результатів виробничої діяльності галузей сільського господарства за регіонами України. Аналіз та оцінка передбачають використання критеріїв та показників, які надають достовірну картину рівня, спрямованості, динаміки й інтенсивності трансформацій в аграрній сфері. Механізм дослідження її економічного розвитку ґрунтується на систематизації критеріїв та показників за економічною, соціальною, екологічною та адміністративною складовими. Розроблено пріоритетні напрями забезпечення продовольчої безпеки національної економіки в контексті економічного розвитку аграрної сфери регіонів. Удосконалено механізм забезпечення продовольчої безпеки, методологічним базисом якого визначено гармонізацію її умов, зокрема наукових, економічних, технологічних, біологічних, екологічних, і окреслення пріоритетних напрямків розвитку. Акцентована увага на ролі держави у цьому процесі та обґрунтовано пропозиції щодо державної політики розвитку аграрної сфери у сучасних умовах, а саме запропоновано її основні організаційноекономічні інструменти. Обґрунтовано інституційні засади формування високоефективної аграрної регіональної системи на основі кластера. Доведено, що економічний розвиток аграрної сфери у сучасних умовах визначають регіональні аграрні кластери, які сприяють покращенню інвестиційного клімату, створюють умови для реалізації замкнутого циклу виробництва, сприяють зростанню конкурентоспроможності продукції, збільшенню обсягів експорту продуктів переробки сільськогосподарської продукції тощо

In the thesis, the theoretical-methodological and scientific-practical foundations of economic development of the agrarian sphere were investigated under market economy conditions. The use of structural-functional model of transformation of the components of its resource and export potential in the conditions of globalization was substantiated. The concept of "economic development of the agrarian sphere" was refined, in contrast to the existing definitions, as such that takes into account the systemic properties of the process of its formation and interprets it as an attribute of sustainable development, reflecting the degree of realization of its actual and potential ability to create, maintain and use stable competitive advantages of the agrarian sphere for effective development of the national economy of Ukraine. The classification of the factors of economic development of the agrarian sphere in the conditions of globalization was improved, taking into account the regularities of the process of its formation and basing upon such classification criteria as the nature of influence and economic growth. The theoretical and methodological principles of economic development of the agrarian sphere were substantiated based upon definition of its sectoral and regional features, which are predetermined by a complex of natural, economic and socio-demographic factors that determine sectoral specialization and territorial organization of the agricultural production as the guarantor of food security of the country and social stability of the society. In the process of this investigation, recommendations were elaborated with respect to improvement of the essence, methodological principles and algorithms of economic research; the methodology of agrarian sphere development in the national economy was worked out. With the help of methodological tools, an innovative multilevel system of program activities is proposed for the purpose of implementing the strategy of agrarian sphere development. It is proved that practical realization of its development strategy requires that a number of conditions are met, such as, in particular, performing a detailed and refined analysis of the system of production-distribution linkages, formation of the management system, regulatory and information providing. In the thesis, a complex diagnostics was carried out on the basis of the justified system of indicators of capabilities, available potential and internal resources for the effective functioning of the country's agrarian sphere in the context of world economic trends; regional peculiarities of the Podillya regions were identified; and measures were proposed with the aim of realizing the agrarian potential of Ukraine. The methodological approaches to formation of state policy concerning the economic development of the agrarian sphere in the conditions of modern globalization processes and the realities of national economy was substantiated based on the world experience, and a set of priority measures was proposed. The priority directions for exercising state influence over the agrarian sphere were singled out. The mechanism of ensuring food security was elaborated, the methodological basis of which determines the harmonization of its conditions: scientific, economic, technological, biological, and ecological in particular. The priority directions for the development of the agrarian sphere in the context of ensuring food security in Ukraine were proposed. Scientific and practical recommendations concerning the choice of the main directions of economic development of the agrarian sphere in view of the globalization challenges and with the aim of increasing its competitiveness were elaborated, which, in comparison with existing approaches, take into account the resource potential of the economic entities and the specifics of the economic practice; also, the directions for the formation of additional competitive advantages were determined. Main directions for export potential formation were formulated including, in particular, the development of export-oriented branches of agriculture; the orientation of exports towards European, Asian and African directions; the improvement of state policy on providing support for agricultural commodity producers. In the course of the study, institutional principles of the formation and functioning of clusters were substantiated; a model of forming an innovative agrarian cluster was proposed. The economic-mathematical model was proposed and substantiated, which explains the formation of regional clusters based on the indicators of multi-level development of the agrarian sphere of the economy, providing mathematical corroboration for the expert grouping of regions (oblasts) by production and economic indicators by means of applying the method of fuzzy s-means.
