Управління біоресурсами в аграрному секторі економіки: теорія, методологія, практика

Abstract

Дисертаційна робота присвячена обґрунтуванню теоретико-методологічних положень та розробці методичних й науково-прикладних рекомендацій щодо управління біоресурсами в аграрному секторі економіки. У дисертації розвинуто теоретичні основи управління біоресурсами в аграрному секторі шляхом ідентифікації понятійно-категоріального апарату та визначено властивості досліджуваного явища економіко-соціально-екологічної природи. Розкрито зміст системи управління, функціональні та інституціональні складові якої породжують якість, інгресію та синергію управлінського процесу стосовно біоресурсів аграрного сектора. Висвітлено взаємозв’язок біоресурсів з економічною та соціальною системами на основі кон’югації. Обґрунтовано методологічні основи дослідження управління біоресурсами в аграрному секторі. Узагальнено світовий досвід управління біоресурсами в аграрному секторі для формування наукового інструментарію виведення галузі на рівень сучасних вимог. Розроблено методичне забезпечення оцінки результативності управління біоресурсами в аграрному секторі. Проведено діагностику макро- та мікроекономічних умов управління біоресурсами в аграрному секторі як відкритої економіко-соціально-екологічної системи. Проаналізовано ресурсний потенціал управління біоресурсами в аграрному секторі. Оцінено економічну та соціальну результативність управління біоресурсами в аграрному секторі. Обґрунтовано розвиток багатоукладності в аграрному секторі як чинника підвищення соціально-економічної результативності біоресурсів аграрного сектора. Визначено пріоритети державної регуляторної політики з управління біоресурсами в аграрному секторі. Розроблено концептуальні основи відродження сільської соціально-побутової сфери. Обґрунтовано необхідність підвищення соціально-економічного добробуту сільського населення. Розроблено рекомендації щодо підвищення результативності управління біоресурсами в контексті інтеграції України у світовий економічний простір. Запропоновано науково-прикладні підходи щодо інноваційноінвестиційного забезпечення управління екологічним розвитком біоресурсів аграрного сектора.

The thesis is devoted to the substantiation of theoretical and methodological provisions and the development of methodological and scientific-applied recommendations for the management of biological resources in the agricultural sector of the economy. In the thesis the theoretical foundations of bioresources management in the agricultural sector by identifying the conceptual and categorical apparatus and identifies the properties of the studied phenomenon of economic, socio-ecological nature.are determined. The content of the management system is revealed, the functional and institutional components of which generate the quality, integration and synergy of the management process in relation to the biological resources of the agricultural sector. The relationship of bioresources with economic and social systems based on conjugation is highlighted. It is proved that the content of the bioresources management system in the agricultural sector is formed as a result of the interaction of man and the environment during the production and economic activities. Bioresources act as phenomena and processes that give rise to scientifically applied problems, which are selected for knowledge as an object of study. In the real economy, bioresources are the object of management, which requires specially organized external influences to achieve certain goals. The methodological bases of research of bioresources management in the agricultural sector are substantiated. The world experience of bioresources management in the agricultural sector for the formation of scientific tools to bring the industry to the level of modem requirements is generalized. Methodological support for assessing the effectiveness of bioresources management in the agricultural sector has been developed. It is determined that in the global evolution of bioresources management of the agricultural sector of Ukraine is a separate subject of research on a single and unique phenomenon of economic, social and environmental nature. Thus, the scientific and methodological achievements of agrarian economics on the effective transformation of the real sector of the economic complex serve both domestic agriculture and the global agricultural sector in terms of forming a functional management system of bioresources on a global scale. The dialectic of this process is that being general in relation to the greening of agri-food production, the management of biological resources of the agricultural sector of Ukraine is a single specific phenomenon in relation to the evolution of nature management of civilization as a whole. Because the agricultural sector of Ukraine's economy is characterized by a system of properties and features that belong only to the domestic economic, socio-environmental phenomenon, and which have specific qualitative and quantitative characteristics and differences from other similar phenomena. Diagnosis of macro- and microeconomic conditions of bioresources management in the agricultural sector as an open economic-social-ecological system is carried out. The resource potential of bioresources management in the agricultural sector is analyzed. The economic and social effectiveness of bioresources management in the agricultural sector is assessed. The development of diversity in the agricultural sector as a factor in increasing the socio-economic efficiency of biological resources of the agricultural sector is substantiated. The priorities of the state regulatory policy for the management of biological resources in the agricultural sector have been identified. Conceptual bases of revival of rural social and household sphere are developed. The need to increase the socio-economic well-being of the rural population is substantiated. Recommendations for improving the effectiveness of bioresources management in the context of Ukraine's integration into the world economic space have been developed. Scientific and applied approaches to innovation and investment management of ecological development of biological resources of the agricultural sector are proposed.
