Abstract

On January 8, 2025, the Law of Ukraine No. 3703-IX on strengthening democracy at the local selfgovernment level came into effect. This law expands public participation mechanisms, mandates community statutes, and increases local government accountability. It broadens the definition of community residents, including internally displaced persons, granting them the right to participate in local decision-making. New forms of public engagement, such as budget allocation participation and public consultations, are introduced. Mandatory community statutes and structured reporting requirements for elected officials enhance transparency and governance trust. Implementing this law requires active involvement from local councils and citizens to foster a more democratic and open governance system.
