Операційна ефективність і стратегічне управління ресурсами аграрних підприємств Миколаївської області

Abstract

У статті розглянуто теоретичні та методичні основи оцінювання операційної ефективності аграрних підприємств, а також окреслено ключові напрями стратегічного управління їхнім ресурсним потенціалом на прикладі сільськогосподарських виробництв Миколаївської області. Проведений аналіз динаміки основних показників діяльності за 2015-2024 роки дозволив ідентифікувати головні проблеми у використанні матеріально-технічної бази, земельних і трудових ресурсів. Запропоновано комплексні рішення для підвищення ефективності функціонування, зокрема шляхом удосконалення управлінських механізмів, запровадження сучасних аграрних технологій та цифрових інструментів. Визначено стратегічні орієнтири для розвитку аграрного сектору з урахуванням викликів ринку та змін клімату. Отримані результати можуть бути корисними для практичного застосування в управлінні та плануванні сталого розвитку сільськогосподарських підприємств.

This article explores the theoretical and methodological principles for assessing the operational efficiency of agricultural enterprises, outlining key strategies for managing their resources effectively. It uses the example of agricultural producers in the Mykolaiv Oblast to illustrate these principles. By analyzing the dynamics of key performance indicators from 2015 to 2024, the main issues related to the use of material and technical resources, land and labour have been identified. A set of comprehensive measures is proposed to enhance operational efficiency, including improving management systems, adopting modern agricultural technologies and integrating digital tools. Strategic approaches to developing the agricultural sector are defined, taking into account market challenges and climate change. These findings could be useful for the practical management and strategic planning of the sustainable development of agricultural enterprises.

Purpose. This study aims to evaluate the current level of operational efficiency among agricultural enterprises in Mykolaiv Oblast and to propose strategic approaches to resource management that could enhance it. To accomplish this objective, the authors propose the following tasks: to refine the theoretical framework of the concepts “operational efficiency” and “strategic resource management”; to analyze the utilization of key resource types by regional agricultural enterprises; and to develop practical recommendations for improving resource governance in the agricultural sector.

Results. The authors have identified the key challenges in the use of material and technical resources, land and labour in the agricultural sector of the Mykolaiv Oblast, developed a comprehensive approach to enhancing the operational efficiency of domestic agricultural enterprises and outlined potential strategic directions for their development.

Conclusions. The authors have demonstrated that the operational efficiency of agricultural enterprises in the Mykolaiv Oblast directly depends on the quality of resource management, including labour, land, technical, financial and informational resources. Despite some growth in yield and labour productivity, these indicators remain below the national average due to outdated machinery, climatic risks and limited access to innovations. Improving efficiency requires strategic resource management, the implementation of digital technologies, and attracting investment.
