Політичні партії України на сучасному етапі

Abstract

Стаття присвячена дослідженню розвитку політичних партій і партійної системи України на сучасному етапі, розглянуто їх стан у країні як напередодні російськоукраїнської війни, так і під час неї. Хоча кланово-олігархічний режим суттєво вплинув на якість партій і партійної системи у цілому, але це не означає повного заперечення існування справжніх політичних партій. Вони, безумовно, є, але в умовах такої політичної системи партії, які хотіли потрапити до парламенту, змушені були пристосовуватися до правил, встановлених фінансовопромисловими групами. Запровадження воєнного стану в Україні ускладнило роботу політичних партій, знизивши їх активність у розв’язанні питань громадян. Післявоєнна відбудова потребуватиме активного залучення партій до політики реформ, спрямованих на забезпечення політичної стабільності та розвиток інституцій для зміцнення демократії в країні, що створить основу для стійкого прогресу країни у майбутньому.

The article, based on generalized trends in the development of political parties and the party system of Ukraine during the 2020s, examines their state in the country both on the eve of the Russian-Ukrainian war and during it. The clan-oligarchic regime largely determined the quality of parties and the party system as a whole, but does not mean a complete denial of the existence of real parties. They exist, but under the conditions of the specified political regime, parties that sought to enter parliament were forced to adapt to the rules established by industrial and financial groups. However, in order to achieve nationwide influence, these parties were forced to invest resources in the dissemination of their ideas, to take into account administrative resources. At the beginning of the Russian-Ukrainian war, Ukrainian society became extremely politically unstructured, with a significant level of scepticism towards political parties and state bodies. The beginning of a full-scale war and its course led to a further decrease in the number of members of political parties in Ukraine. The introduction of martial law in Ukraine has significantly deepened the problems of the functioning of political parties and the party system, as a result of which their main vectors have shifted to increasing political passivity in resolving citizens’ issues. The war contributed to citizens’ reassessment of the previous experience of the country’s development, in particular in the political sphere, and a critical perception of the results of the current state of affairs in Ukraine. In this regard, there is a need to formulate measures aimed at increasing the effectiveness of political parties. The prospects for the participation of political parties in post-war Ukraine are multifaceted and require a strategic approach. In addition, important tasks are to ensure a stable political landscape and develop institutions capable of strengthening democracy and human rights, which will create the basis for the country’s sustainable progress in the future.
