Інституційно-організаційні засади формування системи інтелектуального управління в публічній службі як основи смарт-урядування регіонів у період післякризової трансформації та інфраструктурної відбудови

Abstract

Статтю присвячено комплексному дослідженню проблематики формування системи інтелектуального управління в публічній службі як концептуальної та інституційно-організаційної основи становлення смартурядування регіонів у період післякризової трансформації та інфраструктурної відбудови. Узагальнено та систематизовано наукові підходи до трактування категорій «інтелектуальне управління», «смарт-урядування», «цифрове врядування», «е-урядування» та «data-driven governance». Розкрито інституційні засади формування системи інтелектуального управління, зокрема охарактеризовано нормативно-правове забезпечення впровадження інтелектуальних технологій у публічному управлінні, визначено роль державних і регіональних інститутів у становленні смарт-урядування. Виокремлено основні інституційні бар’єри та ризики розвитку інтелектуального управління, пов’язані з фрагментарністю регулювання, дефіцитом ресурсів, нерівномірністю цифрового розвитку та кадровими обмеженнями. Проаналізовано організаційні засади формування системи інтелектуального управління, зокрема визначено особливості організаційної архітектури, інтеграції цифрово-інтелектуальних систем у діяльність органів публічної влади, значення організаційної культури та управління змінами, а також роль кадрового забезпечення й розвитку цифрових та аналітичних компетентностей публічних службовців. Окреслено роль інтелектуальних технологій у плануванні та реалізації процесів інфраструктурної відбудови, моніторингу, оцінюванні та прогнозуванні регіонального розвитку, а також у забезпеченні стійкості й адаптивності регіональних управлінських систем у посткризовий період. Запропоновано напрями удосконалення інституційно-організаційних засад формування системи інтелектуального управління в публічній службі, що охоплюють удосконалення нормативно-правового та стратегічного забезпечення, оптимізацію організаційних структур і управлінських процесів, розвиток міжсекторної та міжрівневої взаємодії, а також запровадження системи оцінювання ефективності інтелектуального управління.

The article is devoted to a comprehensive study of the issues of forming an intelligent management system in the public service as a conceptual and institutional and organizational basis for the formation of smart governance in regions during the period of post-crisis transformation and infrastructure reconstruction. Scientific approaches to the interpretation of the categories of «intelligent management», «smart governance», «digital governance», «e-governance» and «datadriven governance» are summarized and systematized. The institutional principles of forming an intelligent management system are revealed, in particular, the regulatory and legal support for the implementation of intelligent technologies in public administration is characterized, the role of state and regional institutions in the formation of smart governance is determined. The main institutional barriers and risks of the development of intelligent management are identified, associated with the fragmentation of regulation, resource shortage, uneven digital development and personnel limitations. The organizational principles of the formation of the intelligent management system are analyzed, in particular, the features of the organizational architecture, the integration of digital-intelligent systems into the activities of public authorities, the importance of organizational culture and change management, as well as the role of human resources and the development of digital and analytical competencies of public servants are determined. The role of intelligent technologies in planning and implementing the processes of infrastructure reconstruction, monitoring, evaluation and forecasting of regional development, as well as in ensuring the stability and adaptability of regional management systems in the post-crisis period is outlined. Directions for improving the institutional and organizational principles of the formation of the intelligent management system in the public service are proposed, which include improving regulatory and strategic support, optimizing organizational structures and management processes, developing inter-sectoral and inter-level interaction, as well as introducing a system for assessing the effectiveness of intelligent management.
