Концептуальні засади сталого розвитку санаторно-курортної сфери в умовах регіонального управління

Abstract

У статті обґрунтовано концептуальні засади сталого розвитку санаторно-курортної сфери в системі регіонального управління. Актуальність дослідження зумовлена необхідністю переходу від фрагментарного менеджменту окремих закладів до комплексного просторового управління рекреаційними територіями на мезорівні в умовах децентралізації, цифровізації та повоєнного відновлення України. За допомогою системного, інституційного та процесного методів досліджено нормативно-правовий та теоретичний базис галузі. Наукова новизна роботи полягає в розробленні авторської системи принципів регіонального менеджменту, де ключове місце посідає впровадження принципу резильєнтності. На відміну від реактивного антикризового управління, цей принцип орієнтований на проактивне формування інституційного імунітету дестинацій через цифрову трансформацію та кадрове забезпечення. На основі визначених принципів побудовано багаторівневу концептуальну модель сталого розвитку санаторно-курортної сфери, яка консолідує зусилля стейкхолдерів на засадах «квадроспіралі» (влада – бізнес – наука – громада) та враховує екологічні стандарти ЄС. Практична цінність моделі полягає у можливості її прямого застосування під час розроблення регіональних стратегій розвитку, програм відновлення територіальних громад та систем оцінювання ефективності дій органів публічної влади.

The modernization of the sanatorium-resort sector remains an urgent task for Ukraine’s regional economy, especially in the context of decentralization, digitalization, and post-war reconstruction. Currently, there is a clear managerial gap: the industry develops either at the micro-level (management of individual health resorts) or at the macrolevel (state institutional policy). Consequently, the regional level of governance (meso-level) lacks comprehensive tools to transform fragmented health resorts into integrated, sustainable, and shock-resistant spatial systems. Purpose. The article aims to substantiate the conceptual foundations for the sustainable development of the sanatoriumresort sector within the regional governance system by integrating modern theoretical paradigms, sustainable development goals (SDGs), and the current legislative framework of Ukraine. Results. A modified system of principles for regional management of health resort destinations has been developed. The key scientific novelty is the introduction of the author's principle of resilience. Unlike reactive crisis management, resilience focuses on building a proactive institutional immunity of the system against exogenous shocks through human capital capitalization and digital transformation. Based on these principles, a multi-level conceptual model of sustainable development for the sanatoriumresort sector has been constructed. This model consolidates state, regional, and local management into a unified loop based on the quad-helix interaction (government–business–science–community). The model directly incorporates the expansion of sanatorium functions towards medical and psychological rehabilitation of veterans and internally displaced persons, cross-sectoral integration, and alignment with EU environmental standards. Conclusions. The study proves that modern security imperatives and European integration vectors require a radical shift toward comprehensive spatial management of recreational areas. The practical value of the proposed model lies in its direct applicability for designing regional development strategies, territorial communities' recovery programs, and public administration audit systems
