The qualification work substantiates the theoretical foundations and develops practical recommendations for strengthening the cybersecurity of the financial system of Ukraine under martial law and during post-war recovery. The relationship between the categories of information security, cybersecurity and cyber resilience in the financial sector is clarified, the legal framework and international cybersecurity standards for financial institutions are systematised, and the gap between the pace of digitalisation of financial services and the growth of cyber threats, on the one hand, and the pace of updating the legislative and scientific base, on the other hand, is identified. The structure and digitalisation trends of the financial system of Ukraine, the dynamics of cyber incidents and payment fraud are analysed; cyber threats and vulnerabilities of the financial sector are classified; a comparative assessment of the cyber protection of different categories of financial institutions is carried out, revealing a deep gap between them (integral index 0.89 versus 0.24). The work proposes a classification of cyber incidents with differentiated reporting deadlines harmonised with NIS2 and DORA requirements, amendments to six legal acts, and a model of a single cyber resilience body for the financial sector within the National Bank of Ukraine that eliminates the duplication of supervisory functions and provides for the creation of new jobs for cybersecurity specialists during post-war reconstruction.
