Планування економічного розвитку громад

Abstract

В Україні триває одна із найуспішніших реформ, які проводилися в Україні. Реформа, яка стосується зміни адміністративно-територіального устрою, повноважень, формування ресурсів та відповідальності місцевих громад за власний розвиток. Концепція реформування місцевого самоврядування та територіальної організації влади передбачає створення спроможних громад (ОТГ) з можливостями самозабезпечення та саморозвитку за рахунок власних ресурсів. Це дозволяє вирішувати питання місцевого значення. На сьогодні громадяни новостворених ОТГ повністю забезпечені життєво необхідними послугами (освітніми, медичними, соціальними). Крім результатів об‘єднання, реформа з децентралізації кардинально змінила бачення місця та ролі органів місцевого самоврядування у системі міжбюджетних відносин.

One of the most successful reforms ever carried out in Ukraine is underway in Ukraine. The reform, which concerns the change of administrative and territorial structure, powers, formation of resources and responsibility of local communities for their own development. The concept of reforming local self-government and territorial organization of power provides for the creation of capable communities (OTC) with opportunities for self-sufficiency and self-development at the expense of their own resources. This allows solving issues of local importance. Today, citizens of the newly created OTG are fully provided with vital services (educational, medical, social). In addition to the results of unification, the decentralization reform radically changed the vision of the place and role of local self-government bodies in the system of inter-budgetary relations.
