Напрями розвитку управління проєктною діяльністю в органах місцевого самоврядування

Abstract

Проаналізовано, що місцеве самоврядування сьогодні – це невіддільна складова будь-якого сучасного суспільства, яка відіграє важливу роль у складному процесі реалізації публічної влади, сприяє глибокому усвідомленню громадянами факту, що демократія – це не тільки встановлення певного набору виборчих процедур, а і соціальне партнерство, забезпечення особистої участі людини у справах того соціуму, частиною якого вона є. Процес управління проєктною діяльністю в органах місцевого самоврядування також має характеризуватися широким громадським обговоренням та публічністю всіх етапів, що доводить актуальність проблематики дослідження. Розроблено механізм громадської оцінки ефективності результатів реалізації проєктів органів місцевого самоврядування. У результаті впровадження даного механізму очікується: підвищення рівня суспільної довіри до бюджетних програм та держави в цілому; залучення громадян до реалізації бюджетних програм, проєктів; налагодження комунікації між громадянами та органами місцевої влади; збільшення рівня якості життя місцевого населення; покращення економічних показників регіону тощо. Схематично представлено технологію вияву та фіксації соціально-економічних потреб місцевого населення з використанням методів встановлення пріоритетів та аналізу ієрархій та зазначено важливість процесу фільтрування потреб громадян.

It has been analyzed that local self-government today is an inseparable component of any modern society, which plays an important role in the complex process of exercising public power, contributes to citizens' deep awareness of the fact that democracy is not only the establishment of a certain set of election procedures, but also social partnership, ensuring personal participation of a person in the affairs of the society of which he is a part. The process of managing project activities in local self-government bodies should also be characterized by a wide public discussion and publicity of all stages, which proves the relevance of the research issues. A mechanism for public evaluation of the effectiveness of the results of implementation of projects of local self-government bodies has been developed. As a result of the implementation of this mechanism, the following is expected: an increase in the level of public trust in budget programs and the state as a whole; involvement of citizens in the implementation of budget programs and projects; establishment of communication between citizens and local authorities; increasing the quality of life of the local population; improvement of economic indicators of the region, etc. The technology of identifying and recording the socio-economic needs of the local population using the methods of setting priorities and analyzing hierarchies is schematically presented, and the importance of the process of filtering the needs of citizens is indicated
