Ресурсний потенціал сталого розвитку сільських територій

Abstract

Досліджено роль раціонального використання земель сільськогосподарського призначення у розвитку сільських територій. Визначено, що їх розвиток на сталій основі передбачає гармонійне поєднання трьох складових: економіка, соціум (людина) та навколишнє середовище. Запропоновано основні заходи щодо покращення економічного та екологічного стимулювання раціонального використання земель у сфері сільськогосподарського виробництва в умовах децентралізації та сталого розвитку сільських територій.

Current Ukrainian realities confirm the multi-vector dynamics of agrarian and rural development: agricultural production is growing in general, and the villagers, their communities and, in general, the cello, are falling. On the one hand, in the corporate sector of the agrarian economy, volumes of production are increasing, a fairly high profitability is ensured, and productivity increases. The rural population is less likely to properly organize its livelihoods in the village: there is a limited scope of employment, low incomes, poor access to basic goods and services, degrades rural infrastructure, and so on. Given the wide range of studies, the issues of developing recommendations for the rational use of agricultural lands in the context of economic and environmental stimulation remain relevant. The modern conceptual approach to the development of rural territories implies their development on a solid basis, where three components are harmoniously combined: economy, social (man) and environment. World experience shows that the modern rural economy is becoming more ecologically oriented, placing the issue of reproduction and preservation of the natural resource potential of agro-industrial production at the forefront. Therefore, in view of this, the study proposes measures for the economic stimulation of rational use of agricultural land, taking into account a sustainable approach. Particularly important is the fact that, with decentralization of power and the introduction of market circulation of agricultural land for the preservation of Ukrainian villages and peasantry, it is vital to ensure optimization of land tenure and land use, taking into account the interests of all interested parties, on the basis of the proportionality of their division into social and private with the following conditions of use: public land is owned by the territorial communities and the state, their use in market circulation is limited. The main objective of ecological incentives for the rational use of agricultural land should be the management of the principles of organic farming, the introduction of modern energy saving technologies in soil cultivation and adaptive landscape systems of agriculture, the use of nanotechnology capabilities. The application of measures of economic impact on land users of all organizational and legal forms of management, based on different forms of ownership, must be carried out in the mind. The use of an integrated approach, especially concerning the improvement of the legislative and regulatory framework in terms of regulating the development of rural areas in a context of decentralization
