Бюджети об'єднаних територіальних громад: проблеми та перспективи розвитку

Abstract

Кваліфікаційна робота на здобуття освітнього ступеню «Магістр» за спеціальністю 072 «Фінанси, банківська справа та страхування» у галузі знань 07 – Управління та адміністрування. – Миколаївський національний аграрний університет, Миколаїв, 2023. У кваліфікаційній роботі досліджено теоретичні аспекти функціонування бюджетів територіальних громад та механізми наповнення місцевих бюджетів. Проведено оцінку стану бюджетів територіальних громад, виокремлено дохідну та видаткову частину бюджету, розглянуто напрямки доходів та видатків громади. Виявлено основні проблеми, які існують у цій сфері. Здійснено прогноз обсягів надходжень до бюджету територіальної громади. Розроблено рекомендації щодо вирішення проблем бюджетів територіальних громад шляхом збільшення доходів та їх ефективним використанням.

In the qualification work, the theoretical aspects of the functioning of the budgets of territorial communities and the mechanisms of filling local budgets were investigated. An assessment of the state of the budgets of territorial communities was carried out, the revenue and expenditure parts of the budget were distinguished, and the directions of income and expenditure of the community were considered. The main problems that exist in this area have been identified. A forecast of the volume of revenues to the budget of the territorial community was made. Recommendations have been developed for solving the problems of the budgets of territorial communities by increasing revenues and their effective use.
