Концептуальні засади формування геоекономіки туризму в умовах повоєнного відновлення України

Abstract

Анотація. У статті розглянуто концептуальні засади формування геоекономіки туризму в умовах повоєнного відновлення України як складової трансформації національної економічної системи до сталого зростання. Досліджено вплив воєнних руйнувань на просторову структуру туристичних кластерів, визначено регіональні диспропорції у розвитку рекреаційних територій, інфраструктури та людського потенціалу. Обґрунтовано, що відновлення туристичного сектору має спиратися на принципи геоекономічного балансування, територіальної диверсифікації та екологічної безпеки. Визначено основні виклики туристичного сектору України та надано прогноз його розвитку на 2025-2035 рр. Доведено, що основним вектором повоєнного відновлення є зміщення акцентів від масового до інтелектуального, культурного та екоорієнтованого туризму, який забезпечує мультиплікативний ефект для регіональної економіки. Подано узагальнення європейського досвіду територіального планування у сфері туризму, адаптованого до українських реалій. Запропоновано створити мультифазну модель геоекономічної стратегії повоєнного відновлення туризму України, яка поєднує економічні, соціальні, інституційні та екологічні складові, а також відображає механізми залучення інвестицій через міжнародні фінансові інструменти (фонди ЄС, Світового банку, ПРООН, ЄБРР) та механізми державно-приватного партнерства. Особливу увагу приділено створенню регіональних туристичних хабів і транскордонних коридорів, що забезпечують включення України у глобальні ланцюги створення туристичних послуг. Практичне значення одержаних результатів полягає у формуванні науково обґрунтованої бази для розроблення державних і регіональних програм реконструкції туристичної інфраструктури, стимулювання інвестицій у сферу туризму та підвищення конкурентоспроможності національного туристичного продукту. Результати дослідження дозволяють розробити стратегію відновлення та просторового розвитку туризму України в туристичних кластерах зелених територій, розміщених в Центральних та Західних регіонах для відновлення їх потенціалу.

Abstract. Introduction. The article examines the conceptual principles of the formation of the geoeconomics of tourism in the conditions of post-war recovery of Ukraine as a component of the transformation of the national economic system to sustainable growth. The impact of war destruction on the spatial structure of tourism clusters is studied, regional disparities in the development of recreational areas, infrastructure and human potential are identified.

Purpose. The purpose of the study is to substantiate the geoeconomic principles and strategic directions of tourism development in Ukraine in the context of post-war recovery.

Results. It is substantiated that the recovery of the tourism sector should be based on the principles of geoeconomic balancing, territorial diversification and environmental safety. The main challenges of the tourism sector of Ukraine are identified and a forecast for its development for 2025-2035 is provided. It is proven that the main vector of post-war recovery is the shift of emphasis from mass to intellectual, cultural and eco-oriented tourism, which provides a multiplier effect for the regional economy. A generalization of the European experience of territorial planning in the field of tourism, adapted to Ukrainian realities, is presented.

Conclusions. It is proposed to create a multiphase model of the geoeconomic strategy for the post-war restoration of tourism in Ukraine, which combines economic, social, institutional and environmental components, and also reflects the mechanisms for attracting investments through international financial instruments (EU funds, World Bank, UNDP, EBRD) and public-private partnership mechanisms. Particular attention is paid to the creation of regional tourism hubs and cross-border corridors that ensure the inclusion of Ukraine in global chains of tourism services. The practical significance of the results obtained lies in the formation of a scientifically sound basis for the development of state and regional programs for the reconstruction of tourism infrastructure, stimulating investment in the tourism sector and increasing the competitiveness of the national tourism product. The results of the study allow us to develop a strategy for the restoration and spatial development of Ukrainian tourism in tourist clusters of green areas located in the Central and Western regions to restore their potential.
