Інноваційний розвиток економіки регіонів в умовах інтелектуалізації суспільства

Abstract

Дисертація на здобуття наукового ступеня доктора економічних наук за спеціальністю 08.00.05 – розвиток продуктивних сил і регіональна економіка. – Миколаївський національний аграрний університет, Миколаїв, 2017. Дисертаційна робота присвячена науковому обґрунтуванню теоретико- методологічних засад та розробленню практичних рекомендацій щодо пріоритетів інноваційного розвитку економіки регіонів в умовах інтелектуалізації суспільства з перспективним формуванням технолого-сингулярних регіональних економічних систем. У роботі розвинуто понятійно-термінологічний апарат дослідження інноваційного розвитку економіки регіонів з формулюванням дефініцій економіко- регіоналістичного, інтелектуально-потенційного, управлінського та діалектичного змісту. Сформовано теоретичну платформу та здійснено наукові обґрунтування глокалізаційного пріоритету інноваційного розвитку економіки з реалізацією локально-регіональної моделі. Обґрунтовано концепцію факторів інноваційного розвитку регіональної економіки в умовах інтелектуалізації суспільства з визначенням ієрархії факторної множинності. Розроблено систему механізмів регулювання економіки регіонів у контексті посилення її суспільно-технологічної природи. Сформульовано концепт технолого-сингулярних регіональних економічних систем як модерної моделі розвитку регіональної економіки з конкретизацією ознак технологічного, економічного, ціннісного, розвиткового характеру. Проаналізовано специфіку інституціоналізації технолого-сингулярних ознак в економічній системі Карпатського регіону в розрізі сфер бізнесу, зайнятості і науково-освітньої діяльності. Вивчено зарубіжний досвід інноваційного розвитку економіки регіонів з активізацією інтелектуалізації суспільства. Виявлено особливості формування технологічної культури українського суспільства. Окреслено перспективи роботизації у різних сферах суспільного та економічного життя. З’ясовано характер впливу переходу до технолого-сингулярного етапу розвитку економіки та масовості роботизації на затребуваність у людській праці. Обґрунтовано необхідність розвитку в регіонах-техносоціумах креативного класу як ядра інтелектуалізації суспільства і формування продукуючої технологічної культури. Сформульовано положення теорії технолого-сингулярного модерну в регіональних економічних процесах. Розроблено практичні рекомендації з удосконалення нормативно-правових основ регулювання інноваційного розвитку економіки регіонів України з стратегічною націленістю на формування технолого- сингулярних регіональних економічних систем.

In the work developed a conceptual and terminological apparatus for the study of innovation development of regional economy with the formulation of definitions of economic and regionalistic, intellectual potential, management and dialectical content. Formulated a theoretical platform of innovative development of the region's economy in the intellectualization of society. Scientifically substantiated globalization priorities of innovation development of economy with the implementation of local-regional model. Researched retrospective of the development of the regional economy, the background of the increasing value of intellectual factors and the technology-singular transition. Proved the conception of factors with the hierarchy definition of multiplicity factor. Determined the specificity of a globalized, scientific-technical and informational determinations of innovative development of regional economy in conditions of intellectualization of society. Developed a system of regulation mechanisms of regional economy in the context of strengthening the socio-technological nature. Such mechanisms are discussed with the administrative and legal, economic and financial, organizational, political, socio-cultural and information items. Formulated the concept of technology and singular the regional economic system as a modern model of regional economic development with the clarification of the characteristics of technological, economic, value and developing character. Analyzed the specificity of institutionalization of technology and singular signs in the economic system of the Carpathian region in the context of the areas of business, employment, scientific and educational activities. Estimated the possibilities of the region in providing innovative self-development of the economy. Studied foreign experience of innovative development of the regional economy with the activation of intellectualization of society and widespread use of innovative technologies, stimulation of innovations in the field of nanotechnology. Revealed the features of the formation of technological culture of the Ukrainian society as a basis for the development of technological and singular regional economic systems. Justified the necessity of development in the regions-technosocial of the creative class as a core of intellectualization of society and the formation of the produced technological culture. The functionality of the regions of Ukraine in the context of responding to the processes of technological singularity was defined. The feasibility of forming of technological-singular economic systems at regional level was proved. Implemented the characteristics of the main types of information technology in the context of their impact on the intellectualization of society and the regional economy. Highlighted directions and indicated on the contradictory effects of information technologies on the development of the regional economy, which determine the possibility of intellectualization of society. Described the basic types of information technologies in context of their influence on intellectualization of society and regional economy. Allocated areas and indicated on the contradictions influence of information technology on the development of the regional economy, those determine the possibilities of intellectualization of society. The morphology of technological-singular economic systems that reflecting their complicated structure and initial model based on human interactions, techniques and technologies was described. Formulated the theory of the technology - singular modernity in the regional economic processes, methodology which covers the explanation of the previous factors, the modern ontology and the archaeology of the future, allows you to comprehensively assess the capabilities of the technology-singular transition in limited spatial coordinates. Practice revealed the use of innovative technologies in various sectors of public life. The highest level of use of innovative technologies is the exploitation of human robots. Defined people expectations in the use of robotic technology, the possibility of a complete change of the lifestyle of modern society through the invention of artificial intelligence, innovations in the field of genetic engineering. Developed practical recommendations for improving the legal framework for the regulation of innovative development of regions of Ukraine economy with a strategic focus on the formation of technology and a singular regional economic systems and the primary localization of intellectual labor, IT employment. Proposed strategy for the development of technology and singular regional economic systems in Ukraine, which includes the priorities for the preparation of the institutional environment for consumption and production innovation, providing the processes of intellectualization of society, the development of competitive scientific-technical environment, regional IT infrastructure with technology-singular orientations, specialized innovative spatial formations.
