Управління охороною праці в територіальних громадах України: ризик-орієнтований підхід та інституційне забезпечення

Abstract

Досліджено теоретико-методичні засади формування системи управління охороною праці в територіальних громадах України в умовах децентралізації. Обґрунтовано необхідність переходу від контрольно-наглядової моделі до ризик-орієнтованого підходу, який забезпечує превентивне виявлення небезпечних чинників та мінімізацію професійних ризиків. Проаналізовано наукові підходи до розуміння безпеки праці як складової соціально-економічної політики та інтегрального елементу системи менеджменту організації. Визначено інституційне місце органів місцевого самоврядування у багаторівневій моделі управління охороною праці та їхню роль у реалізації державної політики на локальному рівні. Характеризовано структурні та функціональні елементи системи управління безпекою праці в територіальних громадах, а також варіативність організаційних моделей управління залежно від рівня інституційної спроможності громад. Встановлено, що відсутність окремого регіонального програмного документа з охорони праці спричинює інституційний розрив у системі стратегічного планування безпеки праці, тоді як місцеві програми виконують компенсаторну функцію у реалізації превентивних заходів. Обґрунтовано напрями вдосконалення локальних систем безпекового менеджменту, зокрема через інституційне посилення, впровадження ризик-орієнтованого підходу та інтеграцію стандартів безпеки праці у стратегічні плани розвитку територіальних громад./The theoretical, methodological, and applied principles of forming an occupational safety management system in territorial communities under decentralization conditions have been studied. The importance of transitioning from a supervisory and control model to a risk-oriented approach, which is based on the identification and minimization of hazardous factors and occupational risks, has been proven. It has been proven that local programs play a compensatory role in implementing preventive measures. Directions for improving local safety management systems have been substantiated, particularly institutional strengthening, the introduction of a risk-oriented approach, the professional development of responsible staff, and the integration of occupational safety standards into the socio-economic development strategies of territorial communities. The practical significance of these results lies in their potential application to the formation of effective local occupational safety management systems.

Purpose. The article aims to substantiate the theoretical and methodological principles and practical mechanisms for establishing an occupational safety management system in territorial communities under decentralization. Determination of institutional models and assessment of the level of organizational support. Development of directions for improving safety management at the local level.

Results. The practical significance of these results lies in their potential application to the formation of effective local occupational safety management systems.

Conclusions. The occupational safety management system in Ukraine has been found to function as a multi-level, integrated model. This model combines the mechanisms of state regulatory and legal regulation, institutional control, and the practical implementation of safety measures at the level of territorial communities and business entities. This architecture ensures the formation of a unified safety space; however, its effectiveness largely depends on the institutional capacity of the local government.
