Abstract: The objective of research is to analyse and evaluate the legal frameworks and effectiveness of public administration mechanisms in the context of post-crisis territory restoration, drawing on international experience, and to develop legally sound strategies and methodologies for the restoration of Ukrainian territories affected by the military conflict. The paper employs a set of methods, including statistical data analysis, comparative legal analysis, and population surveys. The study reveals that the successful implementation of restoration programs necessitates a comprehensive legal approach that addresses the needs of various stakeholders: local communities, businesses, public organizations, and government bodies. Special attention is given to legal mechanisms for involving the public in decision-making processes related to the development of territories for restoration. Legal adaptability facilitates a faster response to new challenges and reliably ensures the sustainability of development. The findings will provide a legal foundation for sustainable social and economic development in affected areas.
