Організаційно-економічний механізм управління безпекою праці у територіальних громадах

Abstract

У дисертаційній роботі здійснено теоретичне узагальнення та запропоновано вирішення наукового завдання щодо формування ефективної системи управління безпекою праці у територіальних громадах в умовах децентралізації, воєнного стану, сучасних безпекових викликів та післявоєнного відновлення України. Актуальність дослідження зумовлена зростанням ролі територіальних громад у забезпеченні безпечних умов праці, функціонуванні комунальних підприємств і установ, збереженні трудового потенціалу, підвищенні стійкості місцевої економіки та формуванні безпечного середовища життєдіяльності населення. В умовах воєнного стану, пошкодження інфраструктури, кадрового дефіциту, обмеженості фінансових ресурсів і посилення професійних та техногенних ризиків особливого значення набуває розроблення цілісної, превентивної та ризик-орієнтованої системи управління безпекою праці на місцевому рівні. У роботі уточнено зміст поняття «управління безпекою праці у територіальних громадах», яке запропоновано розглядати як цілісну систему управлінських впливів органів місцевого самоврядування, комунальних підприємств і установ, роботодавців, працівників та інших заінтересованих сторін, спрямованих на виявлення, оцінювання, попередження та мінімізацію професійних ризиків, створення безпечних умов праці й підтримання сталого соціально-економічного розвитку громади. Такий підхід дав змогу сформувати цілісний понятійно-категоріальний апарат дослідження та обґрунтувати міждисциплінарний характер безпеки праці як складової місцевого розвитку, соціальної відповідальності та збереження людського капіталу. У дисертації систематизовано організаційно-управлінські засади забезпечення безпеки праці в системі місцевого самоврядування. Визначено, що органи місцевого самоврядування виконують стратегічну, координаційну, програмну, контрольну, інформаційну та партнерську функції у сфері безпеки праці, тоді як комунальні підприємства й установи забезпечують практичну реалізацію відповідних заходів на операційному рівні. Обґрунтовано необхідність узгодженої взаємодії органів місцевого самоврядування,роботодавців, працівників, профспілок, громадських організацій, Держпраці, ДСНС, Пенсійного фонду України та інших заінтересованих сторін для переходу від реактивної до превентивної моделі управління професійними ризиками. Обґрунтовано методичні підходи до оцінювання стану управління безпекою праці у територіальних громадах із урахуванням нормативноправових, організаційно-управлінських, кадрових, ресурсно-фінансових, інформаційно-аналітичних, соціально-партнерських і ризик-орієнтованих складових. Доведено доцільність переходу від фрагментарного оцінювання та ретроспективних інспекційних звітів до комплексної дворівневої системи оцінювання, яка поєднує організаційну ефективність управлінських процесів і економічну доцільність превентивних заходів. Наукова новизна одержаних результатів полягає у розробці теоретикометодичних і практичних засад формування ефективної системи управління безпекою праці у територіальних громадах в умовах децентралізації та сучасних безпекових викликів. Вперше розроблено інтегровану модель управління безпекою праці у територіальній громаді, побудовану за дворівневою структурою, яка охоплює стратегічний рівень органів місцевого самоврядування та операційний рівень комунальних підприємств і установ. Запропонована модель забезпечує системне поєднання нормативно-правового, організаційно-управлінського, кадрово-компетентнісного, ресурсно-фінансового, інформаційно-аналітичного та ризик-орієнтованого компонентів і спрямована на превентивне управління професійними ризиками. Удосконалено підходи до формування системи управління безпекою праці на місцевому рівні шляхом її інтеграції у стратегічні та програмні документи розвитку територіальних громад із застосуванням принципів ризикорієнтованого управління. Обґрунтовано систему ключових показників ефективності управління безпекою праці на рівні територіальних громад, що забезпечує можливість об’єктивної оцінки результативності діяльності органів місцевого самоврядування, моніторингу стану охорони праці та своєчасного коригування управлінських рішень. Розроблено концептуальні засади інтеграції системи управління безпекою праці у загальну систему безпеки територіальної громади, що охоплює цивільний захист, громадську безпеку, охорону здоров’я, освіту, соціальний захист і діяльність комунального сектору. Доведено, що така інтеграція забезпечує міжсекторальну координацію, посилює управлінську спроможність громади та підвищує її стійкість до професійних, техногенних і соціальноекономічних ризиків. Дістали подальшого розвитку науково-методичні підходи до ризикорієнтованого управління безпекою праці у територіальних громадах черезобґрунтування ролі локальної нормативно-правової бази, інформаційноаналітичного забезпечення, цифрового моніторингу та системи оцінювання як інструментів підвищення ефективності управлінських рішень. Удосконалено підходи до формування та реалізації програмних заходів з охорони праці на місцевому рівні шляхом використання поетапного планування, цифрового моніторингу та інтеграції безпекових аспектів у стратегічні документи розвитку громад. Практичне значення одержаних результатів полягає в тому, що сформульовані автором теоретичні положення, висновки та науково-практичні рекомендації можуть бути використані органами місцевого самоврядування, комунальними підприємствами й установами для удосконалення системи управління безпекою праці, формування місцевих програм охорони праці, впровадження ризик-орієнтованого підходу, системи KPI, цифрового моніторингу професійних ризиків і розвитку культури безпеки праці. Результати дисертаційного дослідження отримали практичне застосування у діяльності Миколаївського національного аграрного університету та Шевченківської сільської ради. У Миколаївському національному аграрному університеті теоретико-методичні положення щодо формування системи управління безпекою праці у територіальних громадах, організаційно-економічного механізму, ризик-орієнтованого підходу та інтегрованої дворівневої моделі використовуються в освітньому процесі, підготовці курсових і кваліфікаційних робіт, наукових проєктів, тез доповідей і публікацій. У Шевченківській сільській раді використано пропозиції щодо удосконалення організаційного забезпечення управління безпекою праці, планування заходів з охорони праці, моніторингу професійних ризиків і формування безпечного трудового середовища у діяльності органів місцевого самоврядування, комунальних підприємств і установ територіальної громади. Дисертаційне дослідження створює наукове та прикладне підґрунтя для формування ефективної системи управління безпекою праці у територіальних громадах, підвищення інституційної спроможності органів місцевого самоврядування, зниження професійних ризиків, збереження трудового потенціалу, розвитку культури безпеки та забезпечення сталого й безпечного розвитку громад в умовах воєнного стану та післявоєнного відновлення України

The dissertation provides a theoretical generalization and proposes a solution to the scientific task of forming an effective occupational safety management system in territorial communities under the conditions of decentralization, martial law, modern security challenges, and the post-war recovery of Ukraine. The relevance of the study is determined by the growing role of territorial communities in ensuring safe working conditions, the functioning of municipal enterprises and institutions, the preservation of labor potential, the strengthening of local economic resilience, and the formation of a safe living environment for the population. Under martial law, damaged infrastructure, staff shortages, limited financial resources, and increasing occupational and technogenic risks, the development of an integrated, preventive, and risk-oriented occupational safety management system at the local level becomes particularly important. The dissertation clarifies the content of the concept of “occupational safety management in territorial communities,” which is proposed to be understood as an integral system of managerial influences by local self-government bodies, municipal enterprises and institutions, employers, employees, and other stakeholders aimed at identifying, assessing, preventing, and minimizing occupational risks, creating safe working conditions, and maintaining the sustainable socio-economic development of the community. This approach made it possible to form a comprehensive conceptual and categorical framework of the study and to substantiate the interdisciplinary nature of occupational safety as a component of local development, social responsibility, and human capital preservation. The dissertation systematizes the organizational and managerial foundations of ensuring occupational safety in the system of local self-government. It is determined that local self-government bodies perform strategic, coordinating, programmatic, control, informational, and partnership functions in the field of occupational safety, while municipal enterprises and institutions ensure the practical implementation of relevant measures at the operational level. The need for coordinated interaction among local self-government bodies, employers, employees, trade unions, public organizations, the State Labor Service of Ukraine, the State Emergency Service ofUkraine, the Pension Fund of Ukraine, and other stakeholders is substantiated in order to ensure the transition from a reactive to a preventive model of occupational risk management. Methodological approaches to assessing the state of occupational safety management in territorial communities are substantiated, taking into account regulatory, organizational and managerial, personnel, resource and financial, information and analytical, social partnership, and risk-oriented components. The expediency of moving from fragmented assessment and retrospective inspection reports to a comprehensive two-level assessment system is proven. This system combines the organizational efficiency of management processes and the economic feasibility of preventive measures. The scientific novelty of the obtained results lies in the development of theoretical, methodological, and practical foundations for the formation of an effective occupational safety management system in territorial communities under the conditions of decentralization and modern security challenges. For the first time, an integrated model of occupational safety management in a territorial community has been developed. It is based on a two-level structure that includes the strategic level of local self-government bodies and the operational level of municipal enterprises and institutions. The proposed model ensures the systematic integration of regulatory, organizational and managerial, personnel and competencebased, resource and financial, information and analytical, and risk-oriented components and is aimed at preventive occupational risk management. Approaches to the formation of an occupational safety management system at the local level have been improved through its integration into strategic and program documents for the development of territorial communities with the application of the principles of risk-oriented management. A system of key performance indicators for occupational safety management at the level of territorial communities has been substantiated, which enables an objective assessment of the effectiveness of local self-government bodies, monitoring of the state of occupational safety, and timely adjustment of management decisions. Conceptual foundations have been developed for integrating the occupational safety management system into the general security system of a territorial community, which includes civil protection, public safety, health care, education, social protection, and the activities of the municipal sector. It is proven that such integration ensures intersectoral coordination, strengthens the managerial capacity of the community, and increases its resilience to occupational, technogenic, and socioeconomic risks. Scientific and methodological approaches to risk-oriented occupational safety management in territorial communities have been further developed throughsubstantiating the role of the local regulatory framework, information and analytical support, digital monitoring, and the assessment system as tools for improving the effectiveness of management decisions. Approaches to the formation and implementation of program measures for occupational safety at the local level have been improved through the use of phased planning, digital monitoring, and the integration of safety aspects into strategic documents for community development. The practical significance of the obtained results lies in the fact that the theoretical provisions, conclusions, and scientific and practical recommendations formulated by the author can be used by local self-government bodies, municipal enterprises, and institutions to improve the occupational safety management system, develop local occupational safety programs, implement a risk-oriented approach, introduce a KPI system, ensure digital monitoring of occupational risks, and develop an occupational safety culture. The results of the dissertation research have been practically applied in the activities of Mykolaiv National Agrarian University and Shevchenkivska Village Council. At Mykolaiv National Agrarian University, the theoretical and methodological provisions concerning the formation of an occupational safety management system in territorial communities, the organizational and economic mechanism, the risk-oriented approach, and the integrated two-level model are used in the educational process, in the preparation of course papers and qualification papers, scientific projects, conference abstracts, and publications. In Shevchenkivska Village Council, proposals have been used to improve the organizational support of occupational safety management, planning of occupational safety measures, monitoring of occupational risks, and formation of a safe working environment in the activities of local self-government bodies, municipal enterprises, and institutions of the territorial community. The results of the dissertation form a scientific and applied basis for developing an effective occupational safety management system in territorial communities, strengthening the institutional capacity of local self-government bodies, reducing occupational risks, preserving labor potential, developing a safety culture, and ensuring the sustainable and safe development of communities under martial law and during the post-war recovery of Ukraine
