Практичні аспекти формування економічної стійкості України в умовах воєнного стану

Abstract

У статті досліджено практичні аспекти формування економічної стійкості України в умовах воєнного стану. Обґрунтовано, що забезпечення стійкості національної економіки в сучасних умовах потребує комплексного поєднання механізмів державного регулювання, цифрової трансформації, розвитку трудового потенціалу та адаптації економічних суб’єктів до кризових викликів. Проаналізовано вплив воєнних дій на функціонування ключових секторів економіки та визначено основні фактори економічних втрат у промисловості, сільському господарстві, енергетиці, транспортно-логістичній сфері та будівництві. Особливу увагу приділено питанням управління трудовими ресурсами в умовах воєнного стану. Запропоновано модель автоматизованої цифрової системи регулювання мобільності трудових ресурсів, яка забезпечує оперативний перерозподіл кадрів на основі інтеграції даних про внутрішньо переміщених осіб, вакансії, рівень кваліфікації працівників та регіональні потреби економіки. Розроблено підхід до оцінювання трудового потенціалу на основі інтегрального індексу, що враховує рівень освіти, стан здоров’я населення та соціально-інституційні умови розвитку. Доведено, що ефективне використання людського потенціалу, прискорення цифровізації та впровадження інноваційних управлінських рішень є важливими передумовами підвищення економічної стійкості держави. Практична цінність отриманих результатів полягає у можливості їх використання для формування державної політики у сферах зайнятості, цифрової трансформації та післявоєнного відновлення України. Запропоновано модель автоматизованої системи регулювання мобільності трудових ресурсів в умовах правового режиму воєнного стану та післявоєнного відновлення, яка забезпечує оперативний моніторинг, аналіз і перерозподіл трудового потенціалу відповідно до потреб стратегічних секторів економіки./The need for a rapid response to new economic challenges provides the basis for the creation of practical models of economic stability and their implementation in the activities of state institutions, mainly of a socio-economic nature. Thus, the development of comprehensive programs to stabilize the economic situation is extremely relevant as a strategic prerequisite for ensuring the economic stability of the state under martial law.

The article examines practical aspects of the formation of economic stability of Ukraine under martial law.

Purpose. The purpose of the article is to study the practical aspects of forming the economic stability of Ukraine under martial law, identify the main challenges and threats to the national economy, and substantiate effective approaches and directions for ensuring the stable functioning of the state’s economic system in conditions of crisis transformations and post-war recovery.

Results. It is substantiated that ensuring the stability of the national economy in modern conditions requires a comprehensive combination of mechanisms of state regulation, digital transformation, development of labor potential and adaptation of economic entities to crisis challenges. The impact of military actions on the functioning of key sectors of the economy is analyzed and the main factors of economic losses in industry, agriculture, energy, transport and logistics and construction are identified. Special attention is paid to issues of labor resource management under martial law. A model of an automated digital system for regulating labor resource mobility is proposed, which provides for the operational redistribution of personnel based on the integration of data on internally displaced persons, vacancies, the level of qualification of employees and regional needs of the economy. An approach to assessing labor potential based on an integral index has been developed, which takes into account the level of education, the health status of the population, and the socio-institutional conditions of development. It has been proven that the effective use of human potential, the acceleration of digitalization, and the implementation of innovative management solutions are important prerequisites for increasing the economic stability of the state. The practical value of the results obtained lies in the possibility of their use for the formation of state policy in the areas of employment, digital transformation, and post-war recovery of Ukraine. A model of an automated system for regulating labor mobility under the legal regime of martial law and post-war recovery is proposed, which provides operational monitoring, analysis and redistribution of labor potential in accordance with the needs of regions and strategic sectors of the economy.

Conclusions The implementation of the proposed model will contribute to increasing the efficiency of labor resource use, reducing imbalances in the labor market, accelerating the employment of internally displaced persons, supporting the continuous functioning of critically important industries, and strengthening the economic stability of the state in conditions of war and post-war transformations.
