Вплив цифрових технологій на управління фінансовими ресурсами територіальних громад

Abstract

У статті досліджується трансформаційний вплив цифрових технологій на систему управління фінансовими ресурсами територіальних громад у контексті децентралізації та зростання вимог до прозорості й ефективності місце-вого самоврядування. Розкривається роль цифрових інструментів у вдосконаленні процесів планування, обліку таконтролю за використанням бюджетних коштів, а також у підвищенні якості управлінських рішень завдяки опера-тивному доступу до даних. Особлива увага приділяється впровадженню електронних платформ, систем відкритихданих, автоматизованих фінансових модулів та аналітичних сервісів, що сприяють оптимізації фінансових потоків ізменшенню ризиків нецільового використання ресурсів. Аналізуються переваги цифровізації для посиленняпідзвітності органів місцевої влади перед громадою та формування більш ефективної моделі взаємодії між владою ігромадянами. Окреслюються ключові виклики, пов'язані з технічними, організаційними та кадровими аспектами впро-вадження цифрових рішень, а також визначаються перспективи подальшого розвитку цифрової інфраструктури, щоздатна забезпечити сталий розвиток територіальних громад і підвищити результативність управління їхніми фінан-совими ресурсами.

The article examines how digital technologies reshape the management of financial resources within territorialcommunities under conditions of administrative decentralization and increasing demands for transparency,accountability, and efficiency in local governance. The study highlights the growing importance of digital tools inimproving budget planning, monitoring, and reporting processes, as well as in enhancing the analytical capacity of localauthorities through real-time access to financial data. Particular attention is devoted to the role of electronic platforms,automated financial systems, and open data solutions that facilitate more accurate forecasting, strengthen control over expenditures, and reduce the likelihood of inefficient or improper use of public funds. The research emphasizes thatdigitalization contributes not only to operational improvements but also to the formation of a more participatory modelof financial governance, enabling citizens to engage more actively in decision-making and oversight. At the same time,the article identifies key challenges that accompany the digital transformation of financial management, includingtechnological disparities, insufficient digital competencies among staff, and the need for stable regulatory andinfrastructural support. The findings suggest that the effective integration of digital technologies can significantly enhancethe sustainability and financial resilience of territorial communities, provided that strategic investments in digitalinfrastructure, human capital, and institutional capacity are ensured. The use of digital technologies contributes to theoptimization of budget processes, the improvement of control mechanisms and the formation of a more open model ofinteraction between authorities and citizens. The integration of digital solutions into the financial management ofterritorial communities strengthens their institutional capacity, ensures more effective interaction with state bodies andinternational partners, and also contributes to the formation of a modern model of public administration focused onperformance and accountability. In the future, the further development of digital technologies will be a key factor in thefinancial sustainability of communities, their competitiveness and ability to ensure sustainable socio-economicdevelopment in the post-war period.
