Методологічні засади систематизації фінансової безпеки держави

Abstract

Основними завданнями статті є: виділення та розкриття змісту ключових ознак оптимального стану фінансової безпеки держави; проведення структуризації категорії "фінансова безпека" відповідно до об'єкта захисту; представлення авторського бачення на трактування категорії "фінансова безпека об'єднаного світового фінансового простору"; обгрунтування розподілу категорії "фінансова безпека держави" на підсистеми. Виділено та розкрито зміст ключових ознак оптимального стану фінансової безпеки держави, серед яких: ефективність та стабільність, достатність фінансових ресурсів, конкурентоспроможність та фінансова незалежність фінансової системи; захищеність інтересів у фінансовій сфері; розвиток фінансової системи держави. Проведено структуризацію категорії "фінансова безпека" відповідно до об'єкта захисту, а саме: домогосподарство; суб'єкт господарювання; галузь (сектор економіки); регіон; держава; об'єднаний світовий фінансовий простір. Запропоновано трактування категорії "фінансова безпека об'єднаного світового фінансового простору", яке розглядається авторами як умови розвитку глобальної фінансової системи, за яких наслідки глобалізації не спричиняють негативних процесів в інтеграційному процесі та не заважають створенню сприятливих фінансових умов для розвитку світового фінансового простору. Обгрунтовано розподіл категорії "фінансова безпека держави" на три підсистеми: безпека державних фінансів, до якої включено бюджетну, боргову, валютну та податкову безпеки; безпека фінансового ринку, до якої включено банківську, грошово-кредитну та безпеку небанківського фінансового сектора; кібербезпека фінансового сектора.

The main tasks of the article are: the selection and disclosure of the content of key features of the optimal state of state's financial security; structuring of the category "financial security" according to the object of protection; representation of the author's vision on the interpretation of the category "financial security of the united world financial space"; substantiation of the division of the category "state's financial security " into subsystems. The key features of the optimal state of the state's financial security are highlighted and disclosed, among them: efficiency and stability, sufficiency of financial resources, competitiveness and financial independence of the financial system; protection of interests in the financial sphere; development of the state's financial system. The structuring of the category "financial security" according to the object of protection has been carried out, namely: household; entity; industry (sector of economy); region; state; united world financial space. The article proposes the interpretation of the category "financial safety of the united world financial space", which is considered by the authors as conditions of development of the global financial system in which the consequences of globalization do not cause negative processes in the integration process and do not interfere with the creation of favorable financial conditions for the development of the world financial space. The division of the categories "state's financial security " into three subsystems is grounded: public finance security, which includes budget, debt, currency and tax security; security of the financial market, which includes banking, monetary and safety of the non>banking financial sector; cyber security of the financial sector.
