Розвиток механізму кредитування для здобуття вищої освіти як напрям зміцнення рівня фінансової безпеки держави

Abstract

Проаналізовано економічну сутність кредитування для здобуття вищої освіти та його основні функції у сучасних умовах. Досліджено, що дедалі більше українських здобувачів вищої освіти обирають навчання за кордоном, водночас, на стратегічному рівні студентська міграція в Україні отримує недостатньо уваги в умовах наявності доступу до безкоштовної вищої освіти в окремих державах, поступового пом'якшення міграційних законів з метою полегшення в'їзду студентів. Проаналізовано основні відмінності між механізмом кредитування для здобуття вищої освіти, запровадженим в Україні, та подібними механізмами, що ефективно функціонують в європейських державах. З'ясовано, що розвиток механізму кредитування для здобуття вищої освіти в Україні позитивно вплине на підвищення загального рівня освіти населення, ефективність прийняття управлінських рішень у процесі розроблення стратегії та напрямів зміцнення рівня фінансової безпеки держави в умовах глобалізації.

Having considered the peculiarities of the mechanism of lending for higher education as a way ofstrengthening the level of the state's financial security, the following conclusions were made:The economic essence of lending for higher education and its main functions in modern conditionsare analyzed, among them: the transfer of the financial burden for the payment of the educationalprocess from parents to the higher education, which will increase the general level of responsibilityof applicants for the choice of specialty; reducing the level of social tension and increasing socialwelfare of the population; balance of financial interests of the state and graduates of institutions ofhigher education; strengthening the level of financial security of the state.It has been investigated that more and more Ukrainian higher education students choose to studyabroad, while at the strategic level, student migration in Ukraine is not sufficiently received in theconditions of access to free higher education in certain states, the gradual easing of migration lawsin order to facilitate 'ride of students.The reasons why the program of educational lending in Ukraine does not work is summarized, amongthem: the imperfection of legislation; unjustified conditions for granting benefits; lack ofconsideration of changes in economic indicators.The main differences between the lending mechanism for higher education implemented in Ukraineand similar mechanisms that effectively operate in European countries are analyzed.Thus, the development of the lending mechanism for higher education in Ukraine, in our opinion,will positively influence the increase of the general level of education of the population, theeffectiveness of making managerial decisions in the process of developing a strategy and directionsfor strengthening the level of financial security of the state in a globalized world.
