Моніторинг розвитку інноваційної діяльності в регіоні

Abstract

Організаційно-економічний механізм регулювання інноваційної діяльності промислового сектору регіону, як і будь-який механізм управління, має здійснювати функцію контролю в ході реалізації своєї діяльності. Елементи такої функції виконує моніторинг розвитку інноваційної діяльності в регіоні. У статті на основі аналізу найбільш поширених методик оцінювання інноваційної діяльності вітчизняних вчених та закордонних установ запропоновано методику оцінки новаторської діяльності підприємств українських регіонів. Запропоновано здійснювати таку оцінку за допомогою зведеного індексу розвитку інноваційної діяльності в регіоні. Визначено основні принципи методики оцінки рівня розвитку інноваційної діяльності регіону. Обґрунтовано складові кожного блоку зазначеного індексу і вагові коефіцієнти відповідних блоків. The mechanism of innovation development in the region is a complex process of systematic interaction of its constituent elements. As a mechanism of management, the organizational and economic mechanism of innovation development should exercise control over the course of its activities. The monitoring of innovation development performs this function. In order to compare the results of the implementation of innovation policy in different regions of the country, it is necessary that the monitoring of innovation development be carried out according to a single system of indicators. At present, there is no specified system of indicators for such monitoring. Purpose. The purpose of the research is the generalization of the foreign and domestic experience in the field of researching the results of the region innovative activity and the analysis of the structural components of monitoring innovative activity at the regional level. Results. It is proposed to use the consolidated index of innovation activity development which consists of three indicator blocks: the potential of the region in creation of innovations, the innovative activity of the enterprise, the results of innovative activity. The basic principles of the methodology for assessing the level of development of innovative activity of the region are defined. These are: the use of a sufficient set of indices that adequately assess innovation and are universal to each region; the use of a weighting system that allows to evaluate the importance of each block in this procedure; the consolidated index of development of innovative activity should provide an opportunity to compare the process of implementation of innovation policy in different regions of Ukraine. The use of proposed weighting system is substantiated in the article. Conclusions. The mathematical formula of calculation of the consolidated index of development of innovative activity of the region is offered. The set of indicators of each block of the consolidated index of innovative activity is substantiated. The possible variants of the ratio of inputs and outputs are analyzes and the reasons for the values are obtained in the article. It is concluded that monitoring the development of innovation activity in the region allows optimizing the functioning of organizational and economic mechanism of regulation of innovation activity
