Моніторинг індикаторів ЦСР2: створення стійких систем виробництва продуктів харчування в Україні

Abstract

Метою статті є моніторинг індикаторів, що визначають третє завдання ЦСР2 в Україні, та визначити їх прогнозні показники з метою розробки національних та регіональних програм продовольчого забезJ печення в рамках реалізації цілей сталого розвитку до 2030 року. Наукова робота грунтується на ПорядJ ку денному у галузі сталого розвитку "Україна 2016—2030" та передбачає аналіз трьох індикаторів, що визначають третє завдання ЦСР2: індекс виробництва харчових продуктів; частка продукції харчової промисловості та переробки сільськогосподарської сировини в експорті; частка сільськогосподарських угідь під органічним виробництвом у загальній площі сільськогосподарських угідь України. ДослідженJ ня відповідно до визначених завдань по ЦСР2 з ув'язкою результатів з можливостями досягнення конкJ ретних цілей сталого розвитку — створення стійких систем виробництва продуктів харчування, що сприяJ ють збереженню екосистем і поступово покращують якість земель та грунтів. У результаті дослідження доведено, що за умови збереження встановлених тенденцій досягти цільового значення до 2030 року, передбаченого в Національної доповіді 2017 "Цілі сталого розвитку: Україна" ЦСР2, не вдасться, встановJ лена необхідність збільшення в Україні сільськогосподарських угідь під органічним виробництвом.

The purpose of the article is to monitor the indicators that determine the third task of GSD2 in Ukraine, and to determine their forecast indicators in order to develop national and regional food security programs in the framework of sustainable development goals until 2030. The theoretical basis of the study are the fundamental provisions of the food system, modern economic theory, which defines the goals and patterns of sustainable development of the world and Ukraine, scientific works of domestic and foreign scientists on food security, public administration and legislation. The information base of the study was legislative and normative legal acts and program documents of state bodies of Ukraine and EU countries, official materials of the Cabinet of Ministers of Ukraine, methodical and statistical materials of the State Statistics Service of Ukraine and relevant services and institutions of other states, scientific information from the world computer network. Internet (research results of international organizations and FAO), the results of personal research of the author. The scientific work is based on the Agenda in the field of sustainable development "Ukraine 2016—2030" and provides an analysis of three indicators that determine the third task of GSD2: food production index; the share of food industry products and processing of agricultural raw materials in exports; the share of agricultural land under organic production in the total area of agricultural land in Ukraine. Research in line with the identified objectives of GSD2, linking the results with the ability to achieve specific goals of sustainable development — the creation of sustainable food production systems that contribute to the preservation of ecosystems and gradually improve the quality of land and soil. As a result of the study it is proved that if the established trends continue to reach the target value by 2030, provided in the National Report 2017 "Sustainable Development Goals: Ukraine" GSD2, will not succeed, the need to increase agricultural land in Ukraine under organic production.
