Оцінка відпливу фінансових ресурсів за межі України в системі управління фінансовою безпекою

Abstract

Проаналізовано, що оцінка відпливу фінансових ресурсів є ключовим аспектом у процесі розроблення ефективних стратегій управління фінансовою безпекою держави. Ефективне регулювання відпливу фінансових ресурсів за межі країни сприятиме розробці конкретних рекомендацій для зміцнення фінансової безпеки України, забезпечення стійкості економіки та залучення нових інвестицій. Систематизовано основні напрями непродуктивного відпливу фінансових ресурсів за межі країни, з-поміж яких: непродуктивний легальний відплив фінансових ресурсів; прихований відплив фінансових ресурсів; незареєстрований відплив фінансових ресурсів. Представлено методику визначення обсягу непродуктивного відпливу фінансових ресурсів за межі України як інтегрального індексу, який розраховується як сума складових такого відпливу. Проведено оцінку обсягів легальної частини відпливу фінансових ресурсів за межі України за 2015-2023 рр., яка характеризується конкретними ознаками: легітимність та транскордонність господарських операцій. З’ясовано, що легальний відплив фінансових ресурсів збільшився з 3078,2 млн дол. США у 2015 р. до 22869,5 млн дол. США у 2021 р. та 9214,2 млн дол. США у 2022 році. За 9 місяців 2023 року цей показник вже перевищує 10000,0 млн дол. США, що сигналізує про загрозливі тенденції у сфері забезпечення фінансової безпеки України.

The outflow of financial resources outside the country affects the economic stability of the state and can lead to a number of serious consequences for its financial system. Uncontrolled outflow of financial resources from the country may also result in loss of important investments, reduction of tax revenues for various levels of budgets, and disruptions in the stability of the currency market. Purpose. The purpose of the article is to substantiate the theoretical and methodological principles, as well as practical approaches to assessing the outflow of financial resources outside Ukraine within the financial security management system. The analysis shows that the assessment of the outflow of financial resources is a key aspect in the development of effective strategies for managing the financial security of a state. Effective regulation of the outflow of financial resources outside the country will contribute to the development of specific recommendations for strengthening the financial security of Ukraine, ensuring economic stability and attracting new investments. The main directions of unproductive outflow of financial resources outside the country are systematized, including unproductive legal outflow of financial resources, concealed outflow of financial resources and unregistered outflow of financial resources. The methodology of determining the volume of unproductive outflow of financial resources from Ukraine is presented as an integral index calculated as the sum of these outflow components. Conclusions. An assessment of the volume of the legal part of the outflow of financial resources outside Ukraine for the years 2015-2023, characterized by such specific features as legitimacy and cross-border nature of economic transactions, has been carried out. It was determined that the legal outflow of financial resources will increase from USD 3,078.2 million in 2015 to USD 22,869.5 million in 2021 and USD 9,214.2 million in 2022. For the first 9 months of 2023, this indicator has already exceeded $10,000.0 million USD, which indicates alarming trends in ensuring Ukraine's financial security.
