Трансформація інституційної бізнес-моделі аграрного виробництва з траєк-торією до «зеленої» економіки

Abstract

Перебіг економіко-екологічної кризи останніх років, і, особливо, в фазі воєнного стану Ук-раїни, свідчить про невідкладність заходів щодо переходу інституційної бізнес-моделі агра-рного виробництва до «зеленої» економіки, оскільки вона є єдиним комплексним підгрун-тям розв’язання проблеми екологізації землекористування та енергозахищеності сільських територій. При вивченні особливостей введення землекористування в європейських країнах на засадах «зеленої» економіки, проведено синтез методів оцінки земель сільськогосподар-ського призначення в Україні із обґрунтуванням регулюючих еколого-економічних інстру-ментів інституціональної бізнес-моделі аграрного виробництва. Доведено, що парадигма інституційної бізнес-моделі аграрного виробництва уособлює в собі господарську екосис-тему із структурно-логічними складовими трансформаційного процесу, який врегульовує напрям траєкторії екологізації та ефективності використання земель сільськогосподар-ського призначення при переході до зеленої економіки. Обґрунтовано концептуальні поло-ження інституційної бізнес-моделі аграрного виробництва з траєкторією до «зеленої» еко-номіки та підкреслено цінність природного потенціалу, що генерує ресурсо- та енергозбе-реження сільських територій, попереджує про виникнення ризику руйнування господарсь-кої екосистеми. Перехід стандартної бізнес-моделі аграрного виробництва на інноваційні методи «зеленої» економіки в Україні означатиме прискорення розвитку та економічне зростання суб’єктів аграрного бізнесу, а також забезпечення гарантій державної підтримки для відновлення й екологізацію земель сільськогосподарського призначення в господарській екосистемі регіонів, соціальну відповідальність товаровиробників агропродукції та органів місцевого самоврядування на сільських територіях за впровадження зелених інвестицій, фо-рмування нового ставлення сільського населення до навколишнього природного середови-ща.

The development of the economic and environmental crisis in recent years, and especially during the period of martial law in Ukraine, shows the urgency of measures to transition the institutional business model of agricultural production to a "green" economy, as the only comprehensive basis for solving the problem of greening land use and energy security in rural areas. Results. While studying the peculiarities of the introduction of land use in European coun-tries on the basis of the "green" economy, a synthesis of the methods of evaluation of agricultural land in Ukraine with the justification of the regulatory ecological and economic tools of the insti-tutional business model of agricultural production was carried out. It is proved that the paradigm of the institutional business model of agricultural production embodies an economic ecosystem with structural and logical components of the transformation process, which regulates the direc-tion of the trajectory of greening and the efficiency of the use of agricultural land during the tran-sition to the green economy. The conceptual provisions of the institutional business model of ag-ricultural production with a trajectory towards the "green" economy are substantiated, the value of the natural potential that generates resource and energy savings in rural areas is emphasized, and the risk of destruction of the economic ecosystem is warned. Regulatory ecological and economic factors are determined, which determine the direction of limiting the activity of agricultural pro-duction subjects, provided that the greening of agricultural lands is carried out. Conclusions. The transition from the standard business model of agricultural production to innovative methods of "green" economy in Ukraine will mean the acceleration of development and economic growth of agricultural business entities, as well as the provision of guarantees of state support for the restoration and greening of agricultural lands in the economic ecosystem of regions, social responsibility of agricultural producers and local self-government bodies in rural areas for the implementation of green investments, formation of a new attitude of the rural popu-lation to the natural environment.
