Фінансово-кредитна підтримка інфраструктури суб’єктів аграрної сфери України

Abstract

Анотація. У статті розглянуто актуальні аспекти фінансово-кредитної підтримки інфраструктури суб’єктів аграрної сфери України в умовах економічної нестабільності та воєнного стану. Визначено ключові проблеми фінансово-кредитної підтримки.

У процесі дослідження узагальнено наукові підходи до фінансового забезпечення аграрної галузі. Особливу увагу приділено впливу зовнішніх чинників – зокрема війни, зміни кон’юнктури ринку та інтеграційних процесів – на фінансову стабільність аграрних суб’єктів.

На основі проведеного аналізу запропоновано напрями вдосконалення фінансово-кредитної політики держави щодо підтримки аграрної інфраструктури.

Abstract. Introduction. The article examines the current aspects of financial and credit support for the infrastructure of agricultural sector entities in Ukraine under conditions of economic instability and martial law. It analyzes the present state of public financing in the agricultural sector and characterizes the main mechanisms of lending, subsidization, and investment stimulation used to develop agricultural infrastructure. Key challenges are identified, including limited access to financial resources for small and medium-sized agricultural producers, low efficiency of government support programs, fragmented institutional support, and insufficient involvement of private capital.

Purpose. The aim of the study is to analyze the current state of financial and credit support for the infrastructure of agricultural sector entities in Ukraine, to identify the key problems and limitations in the functioning of existing financing mechanisms, as well as to justify ways to improve them taking into account national development priorities and wartime challenges.

Results. Based on the conducted analysis, the article proposes directions for improving the state’s financial and credit policy in support of agricultural infrastructure. These include the development of partnership-based financing models, expansion of access to preferential loans, digitalization of financial instruments, and strengthening of institutional capacity within responsible authorities.

Conclusions. The research findings can be used to inform strategic decisions in agricultural policy, design new support programs, and enhance the efficiency of financial resource management in the agricultural sector.

The results of the research can be used in the process of developing new financial support tools, as well as in the modernization of the management system for budgetary and investment resources in the agricultural sector, taking into account national priorities and current threats.
