Міжсекторальна співпраця як інструмент зміцнення резильєнтності територіальних громад у воєнний період

Abstract

Анотація. Проаналізовано зміну структури цінностей в умовах війни, яка вплинула на середовище формування міжсекторальної співпраці. Виявлено зниження активності міжсекторальної співпраці під час війни, що обумовлено появою викликів, які потребували оперативного реагування, переорієнтації зусиль і фінансів, а також частково руйнацією напрацьованих зв’язків. Виявлено обмеження розвитку міжсекторальної співпраці в розрізі її стейкхолдерів. Досліджено особливості міжсекторальної співпраці під час війни як інструменту зміцнення резильєнтності громад та обґрунтовано заходи для її розвитку. Основними з них є: підвищення професійного рівня управлінців, посилення критеріїв їх відбору та покращення систем моніторингу соціально-економічного стану громади; забезпечення прозорості роботи, стабільного фінансування та якісної матеріально-технічної підтримки для громадських та благодійних організацій; впровадження фінансових стимулів і формування культури соціальної відповідальності серед представників бізнесу. Створення сприятливих умов для співпраці також сприятиме запровадженню фондів розвитку громад, соціальних замовлень, грантової підтримки, програмного фінансування та системи податкових стимулів.

Abstract. Introduction. In wartime, there is a high risk of instability, institutional chaos, and disorderly administrative actions. Under such conditions, local authorities often choose a solution that is acceptable in terms of budget constraints rather than the optimal one, which reduces the resilience of territorial communities. Informal cross-sectoral cooperation is widespread in Ukraine and is employed on a case-by-case basis. However, the formalization of partnerships faces indirect and direct constraints for each prospective stakeholder.

Purpose. The aim of the work is to study the peculiarities of cross-sectoral cooperation during wartime as a tool for strengthening community resilience and justifying measures for its development.

Results. The change in the value structure during wartime that influenced the environment for cross-sectoral cooperation formation was analyzed. A decline in cross-sectoral cooperation activity during wartime was identified. This decline is due to the emergence of challenges requiring rapid responses, reoriented efforts and finances, and the partial destruction of established ties. Limitations on the development of cross-sectoral cooperation in terms of its stakeholders were identified. Measures to develop cross-sectoral cooperation are justified.

Conclusions. Although cross-sectoral cooperation in Ukraine has negative dynamics during the war, it is an important tool for community resilience and post-war recovery. To promote cross-sectoral cooperation, management personnel must be more efficient, activities must be transparent, and funding for public and charitable organizations must be stable. Financial incentives should be applied to attract entrepreneurs. Implementing these measures will foster cross-sectoral partnerships and promote local community resilience.
