Удосконалення управління розвитком аграрних підприємств за умов відновлення сільських територій

Abstract

Анотація. У статті досліджено управлінські засади розвитку аграрних підприємств у контексті післявоєнної відбудови, глобалізаційних та євроінтеграційних процесів. Розглянуто інституційні та економічні бар’єри, що стримують розвиток аграрного бізнесу, серед яких надмірна регуляція, порушення логістичних зв’язків та обмеженість державної підтримки. Установлено важливість впровадження принципів «зеленої» та циркулярної економіки, цифровізації, органічного землеробства та інноваційних технологій.

Запропоновано управлінську модель, орієнтовану на багатофункціональність і сталий розвиток. Модель передбачає залучення державних інституцій, бізнесу та громадянського суспільства. Обґрунтовано необхідність формування підприємницької екосистеми, підтримки молодих фахівців, розвитку дорадництва та залучення міжнародної технічної допомоги.

Визначено, що ефективне управління сприяє підвищенню рівня життя сільського населення, збереженню природних ресурсів і формуванню стійкої аграрної економіки. Здійснено порівняльний аналіз управлінських практик, виявлено потенціал інтеграції українських аграрних підприємств у європейські ринки, окреслено перспективи інституційного оновлення та стратегічного планування в аграрному секторі.

Abstract. Introduction. In the context of socio-economic recovery and European integration, Ukraine’s agricultural sector plays a pivotal role in ensuring food security, economic stability, social stability, and the revitalization of rural areas. The effective management of agricultural enterprises has become particularly relevant, especially in rural areas that have experienced significant destruction. These areas require a comprehensive recovery approach involving infrastructural modernization, stimulation of entrepreneurial activity, institutional capacity building, and fostering the innovative potential of agrarian entities. In this context, improving management mechanisms for agricultural enterprise development is necessary for creating a competitive, adaptive, and socially oriented agribusiness sector.

Purpose. This study aims to provide a theoretical rationale and develop methodological approaches to improve the management of agricultural enterprise development in the context of rural recovery. This approach considers contemporary challenges, the strategic priorities of state policy, and the need to enhance the efficiency of the agrarian sector under post-crisis conditions.

Results. This article establishes the managerial principles for developing agricultural enterprises during post-war recovery, global shifts, and European integration. Effective agribusiness management requires transitioning from traditional methods to innovative models that promote rural revitalization. Key institutional and economic barriers include excessive regulation, disrupted logistics, limited state support, and weak regional integration. It emphasizes the adoption of modern practices based on green and circular economy principles, digitalization, organic farming, and innovation. A management model is proposed to promote multifunctionality and sustainable rural development. The concept of an entrepreneurial ecosystem provides support for young professionals, advisory services, innovation, and international technical assistance. Improved management will enhance rural living standards, conserve natural resources, and strengthen food security.

Conclusions. Effective management of agricultural enterprises is crucial for rural recovery amidst post-war transformation, global challenges, and Ukraine’s integration into Europe. The study emphasizes the importance of shifting from traditional models to innovative approaches. Key priorities include fostering entrepreneurship, supporting young professionals, expanding advisory services, and engaging international assistance. Barriers such as overregulation, disrupted logistics, and limited public support require systemic reform and digitalization. The proposed model integrates agribusiness into regional recovery, contributing to economic growth, improved rural living standards, resource conservation, and food security.
