Теоретичні основи понять «державні оборонні закупівлі» та «система державних оборонних закупівель» як складові економічної системи держави

Abstract

Стаття присвячена вивченню нормативних та теоретичних підходів до визначення понять «державні оборонні закупівлі», «державне оборонне замовлення» та «система державних оборонних закупівель» як складових економічної системи держави. Проаналізовано нормативне бачення та погляди вчених на поняття «державні (публічні) закупівлі», «державне замовлення», «система державних закупівель»; визначено, що категорії «державне замовлення» і «державні закупівлі» є взаємопов’язаними, але не тотожними; акцентовано увагу на вивчені «державних оборонних закупівель» в рамках «державного оборонного замовлення» та надано авторське бачення поняття «державні оборонні закупівлі». З’ясовано, що державні оборонні закупівлі є складовою національної системи державних оборонних закупівель та надане авторське бачення поняття «система державних оборонних закупівель». Визначено суб’єкти та об’єкти системи державних оборонних закупівель. Сформульований поняттєвий апарат є основою для подальшого вивчення системи державних оборонних закупівель

Due to the political situation of these days, one of the priorities of Ukraine is to ensure an adequate level of the national security and defence capability of our country that is impossible without a properly organised defence acquisition system, which is a part of the national economy. The objective complexity of the defence acquisition system requires the definition of its universal methodological principles and approaches. Purpose. The purpose of the article is to analyse the regulation vision, scientists` and practitioners` visions on the concept of «public procurement system», «public procurement», «award (state order)» to distinguish the concept of «defence (acquisition) procurement» as part of the public procurement system, developing the author's vision of the concepts of «defence (acquisition) procurement» and the «defence acquisition system», as well as the generation of objects and entities of the defence acquisition system for further investigation of the mentioned above system which is part of the economic system of the country. Methodology. The methodological basis of the article is the complex of methods, including methods of scientific cognition, analysis and synthesis, systematisation and scientific abstraction. The informational basis of the conducted research is the regulation acts, scientific works of the domestic and foreign scientists in the sphere of procurement, award and defence acquisitions. Results. In the article, was analysed the regulation vision and scientists` visions on the concepts of «public procurement», «award (state order)», «system of public procurement». It was determined that the categories «public procurement» and «award (state order)» are interrelated but not identical. The emphasis of the research was focused on the study of «defence procurement» as part of the «state defence order. As a result was given the author's vision of the concepts of «defence (acquisition) procurement», «defence acquisition system» and were identified subjects and objects of the defence acquisition system. Conclusions. The problem of the formation of an efficient defence acquisition system is one of the up-to-date for the countries over the world, and the conceptual apparatus which was generalised in this research is the basis for further study of the defence acquisition system to create approaches to potentially a robust defence acquisition system and strengthening the national economy.
