Формування політики підвищення конкурентоспроможності економічної системи регіону

Abstract

Досліджено основні віхи формування політики підвищення конкурентоспроможності на рівні регіону та розглянуто окремі її елементи за останні 20 років. Відзначено взаємозв’язок рівнів конкурентоспроможності регіональних економічних систем держави та видів регіональної політики підвищення конкурентоспроможності регіону. Зазначено пріоритетні напрями державної політики підвищення конкурентоспроможності регіональної соціально-економічної системи. Встановлено, що необхідність розробки регіональної політики підвищення рівня конкурентоспроможності регіональних економічних систем держави зумовлена характером економічних зв’язків між регіональними соціально-економічними системами держави, окремих регіональних соціально-економічних систем із регіонами суміжних держав, бажанням регіональних соціальноекономічних систем більш самостійно вести економічне життя без втручання центральної влади, відмінностями у рівнях їх конкурентоспроможності. Відмічена суттєва роль підтримки розвитку регіону та реалізації регіональної політики формування конкурентоспроможності як з боку держави, так і регіональних органів управління за рахунок використання та реалізації регулюючого інструментарію, спрямованого на зменшення рівня регіональних асиметрій та створення передумов для виходу регіону зі стану небезпеки

The article highlights the necessity to develop regional competitiveness policy of the regional socioeconomic system with the view to providing efficient use of competitive advantages, taking into account the differentiated approaches to the choice of a regional policy type. The study reveals that ever changing market conditions require reassessing the functioning of every regional socio-economic system within the system of economic spatial functioning. Considering this, the decisions which are able to provide the conditions of their sustainable development, should be made. Purpose. The article aims to study the role of the regional economic system competitiveness policy development and to define the priorities of the public competitiveness policy of the regional socio-economic system. Results. The article studies the milestones of regional competitiveness policy development and evaluates its elements over the past 20 years. The correlation between the competitiveness levels of regional state economic systems and the types of regional competitiveness policy is revealed. The priorities of public competitiveness policy of the regional socio-economic system are defined. The study highlights the necessity of regional competitiveness policy development of the state regional economic systems caused by the features of economic relations of regional socio-economic systems, and the neighboring countries regions, as well as the intentions of regional socio-economic systems to implement economic policy independent from the governmental influence. At the same time, the significant impact of the governmental support of the regional development and implementation of regional competitiveness policy due to the usage of regulatory tools aimed to decrease the levels of regional asymmetry and to create the premises of regional crisis overcoming are highlighted. Conclusions. The author concludes that the implementation of the measures offered would allow to create the premises to overcome regional crises due to the responsibility reinforcement for the intended use of funds that would foster the concentration of funds in the regions of potential economic growth. „The dots of regional economic growth” are defined. The ways to improve the efficiency of regional self-government and responsibility of the regional socio-economic systems for their own economic security are developed.
